In my case, when the new year comes around, I look back at my previous goals before starting to set up my upcoming resolutions. This is because I consider reflecting on both the goals I couldn't achieve and those I've achieved during the year. I also try to make new resolutions and goals achievable and realistic to ensure I can adhere to them within a certain given time or even more.

We say both Happy New Year's and Happy New Year from end of December through January.
We more casually say:
cut down on* something: make it less, reduce
I want to cut down on sugar this year. I want to eat less sugar than before.
I want to cut down on smoking, but I'd really like to quit, too. I'd like to smoke fewer cigarettes and eventually stop completely.
similarly: cut out* something: to stop completely
I want to cut out sugar this year. I don't want to eat any sugar at all.
I want to cut out smoking this year. I want to completely stop smoking.

Are mice and children considered as collective nouns? Do we deal with them as singler or plural in the grammar rules?
1 mouse 2 mice
Mice are cute pets.
Mice have been eating my bread!
1 child 2 children
Children are playing at the park.
Children like to play with toys.

Children is the plural of child
We use them the same as rats or kids
They are not considered collective nouns they are simply exceptions to the plural rule like goose/geese, man/men, woman/women etc

In this case: turning a new page is an expression that means starting fresh and starting something new
Turning to a new page would be physically turning to the next page in a book.
