If you are on parole you are searchable regardless as that is part of the agreement for being paroled. Now that isn't to say the person is or isn't, however it wasn't mentioned in the video if they were or not. So can't make assumptions. Most of the time with those on parole, they will use the k-9 as a formality. In other words, if there was something in there give them another opportunity to be truthful.

I was actually going to say that too. I sub to a former officer who had a police dog and he said the police trainer can make the K-9 do a false alert, so they have consent to search. The K-9 alert should be taken away as reasonable consent because it's not 100% accurate, the video here is just one example...
But for the record, I do support Law enforcement 100%, just want fairness in life though.

This clip is a prime example of why everyone needs to know their constitutional rights and why a lot of people are wary of cops. The guy was literally just walking down the sidewalk and should have immediately asked if he's being detained. The cop then has to either illegally detain him or admit it's a consensual conversation at which point you continue to walk on your way as a free American.
The worn out "if you have nothing to hide then just do what the cop asks" is what this guy did. All it got him was getting put in handcuffs and having his personal belongings rummaged through.

Rookie cop looks like hes barely 21 years old. You can tell hes nervous and second guessing himself every step, the way he talks and conducts himself. All he had to do was tell the guy to not walk in the middle of the road, but because the camera crew was there he went way overboard trying to bust the guy for something trying so hard to find drugs without any reasonable suspicion of a crime or probable cause to conduct a search.

Only due to ineffectual governments. Australia has banned eviction for those who can prove they have been financially impacted by the pandemic and homelessness is at an all time low with hotels/motels being hired by the government to house people to avoid having them on the street. Government support is also being rolled out on top of our existing welfare system. Goes to show it was a problem that could always largely be resolved but the political will wasn't there as it didn't benefit the rich.
