I was wondering this as well. Did you find out how he does it?
The VA's can be freelancers, in my experience it works just fine. I have 2 VAs to each project, and the first to respond when I send them something to work on, gets to work on it. It ensures they're active and acts as a failsafe if one of them is gone for any reason.
