You just have to accept that Arceus isnt the "God of all pokemon", but speciffically - god of the world were playing in. There are othe worlds and other gods. And both True necrozma and true Ethernatus are exactly those things. Ethernatus is highly hinted on it in its lore, not sure about necrozma tho. The only reason Arceus doesnt fight them directly, is because whey come into this world in their lesser forms, so he deems lesser legendary beings strong enogh to take them on. This is case for necrozma, tho, we dont know - maybe Ethernatus arived in this world in its true form, was beaten by Arceus, and only later sealed in Galar. It would explain complete abscence of Arceus in modern world - he constantly have to either fight off invaders like them, or rest to prepare for that. Except for those 2 times he allows a little kid to fully control his godlike powers xD

They all have a 570 base stat total. lusamine is the villain and abused her children because she was obsessed with them. Ultra Beasts were officially confirmed, not legendary in 2018, when Pokémon made a website to celebrate the year of Legendary Pokémon, showcased all existing legendaries at the time together into one page, and created quizzes about Legendary Pokémon, including questions on what wasn't a legendary Pokémon. UBs were not shown on the page showcasing all legendary Pokémon at the time (but Type: Null and Silvally were, which is where the official confirmation of them being legendary originated), and one of the questions on the quiz had Pheromosa as its answer for who wasn't legendary.
Re: Those guidebooks, they aren't a reliable source for people arguing whether something is or isn't legendary as they tend to get details like that wrong very often. I remember this being the case for Pokémon such as Rotom being classified as legendary back in Gen 4.
