For what it's worth, that's the calibration spring. Ideally you want to adjust the tension on that coil spring with a fixed rpm into the gauge until it reads correctly. I believe when the cable is turning 1000 rpm you should see 60 mph. Some of the ones I've seen have a little dot of varnish or something on them to keep them in position. You could probably use nail polish as a good alternative.

Could change the cluster Bulbs to white 194/168 led 🤔 brand name is Sylvania get then at Walmart
I would put some hot glue on it so it can't move anymore, than if for some reason that isn't the issue you can undo it easy.
It's funny you mention that because I am going to repair it today since the connections aren't damaged.
