Tacoma's are notorious for having difficult to read dip sticks. Once you change your oil and run your vehicle pull the dip stick, check it then set it to the side to allow the oil in the dip stick tube to drain back down. Leave it out for about 15-20 min then re check, it usually reads perfectly after doing this. Another truck it to use some fine grit sandpaper on your dip stick to rough it up a bit and give something for the oil to stick to.

My oil filter looks dry when I remove it, there is only very little oil in some of the outer holes and a little bit at the top of the oil filter but it looks surprisingly clean inside? Is this normal?
No. Oil should be spilling out of the filter. Even if you let the oil drain out of the pan for 15 minutes, it should still be somewhat messy with oil trickling out. Definitely not "dry".
When you remove the oil filter there is an oil gasket that can stick to the engine when you unscrew the oil filter, make sure you remove it.
