After seeing this video, I can confidently say there’s more heart and soul in any single VR Chat world than there is in the entirety of Horizons…and those VRC worlds were mainly created for free! Large scale performance, simple in-game multi-player building. Vrchat looks much better but users need mad skills to create, and then it's poorly optimized at various levels.

Not exactly this. Vrchat requires 3d modeling and game engine skills to create. Horizon allows any noob to create stuff. Who did exactly this was Microsoft. They created altspace which was pretty much like this (except building is not multiplayer).
