In other tutorials I've seen, they build this very low Y level, just above where you take damage from "falling into the void."
I think you get better spawn rates to be at a lower Y level, or something? I could be wrong, but clearly your farm works fine.

I tested that and increasing the size of the farm past 35x35 (that’s what it is currently) and it doesn’t really do anything

the endermen can still tp above the slabs you place above you so the best bet for that is to surround the roof with signs and place water all down it

yup, you could put it wherever, just make sure it’s less than three blocks high and the outside has no spawnable blocks - ie cover in slabs or torches
