Sometimes the belt is tight and unable to get on... Put belt around the crank pulley on bottom with it hanging up side on left .. Go In car and just touch key to turn it over .. Crank will pull the belt into crank ... Then check to see if it is on pulleys ...

What is the pullet to the right of the crankshaft? Injust did this and it looks like it isn't turning
It is the ac compressor. The face won't turn unless the ac or defroster is on. If the pulley is not spinning then there is a problem. Hope this helps.
