No way thats a draw 1s against 4s no pieces its very bad sportmantship and definitely illegal to just slap the clock also you have to properly place the pieces, thats why otb with no increment doesnt really work
Only the player whose clock is running is allowed to touch/adjust the pieces. Bad sportmanship!
