A really mind-blowing speculation theory recently came from Wowhead explaining that Primus may in fact be the actual Jailer and that Zovaal was but a puppet of his.
Honestly a lot of it really makes sense, even the name Jailer as he jailed Zovaal, we know Primus created domination magic and runes so it didn't make much sense that Zovaal was the one that had control over all of them. While it is a crazy theory is this really is true it might be able to save some of the Shadowlands lore as this would fill a bunch of plot holes that we currently have.

Shadowlands is Warcraft's ultimate storykiller and even franchise killer. The only way I can see Warcraft recover is to fire or reshuffle the current twits who wrote this crap and hire actual skilled people who know what Warcraft is about and who respect the lore.
Also the theory you've just described about Zovaal, Sire Denathrius and Primus all working and conspiering together has got way too obvious Feminist "Patriarchy Evil" Shit written all over it and both Warcraft and the rest of the real world need to purge ourselves of that mistake!

Its interesting that in the end jailor cinematic, the flashbacks play in reverse order, most recent to oldest. And that the primus scene is from primus POV while the winter queen and archon scenes are from zovaals POV. This could mean that the primus told zovaal his plan (to divide and conquer the cosmos), and zovaal disagreed. But before he could warn the others about the primus plan, he was captured and chained by the primus who asks him why he tried to betray him (what madness drove you to this end?) zovaal gives his opinion and is promptly dominated by the primus, and everything that happens after that point is seen through zovaals eyes, but its still the primus POV bc the primus now controls him. Primus forces zovaal to do some crazy shit and get caught and tried by the other eternals, allowing the primus to begin his plan. Which is to use mortals infiltrate the sepulcher of the first ones and circumvent some of the failsafes put into place there (for instance, an eternal cannot be killed in the shadowlands, but CAN be killed/deactivated in the sepulcher) that way primus can steal azeroths power without the risk of his own safety, bc hes seen the outcome of what happens when he is discovered as the villan by us mortal player characters while still in the sepulcher (we deafeat him) but this way only zovaal the scapegoat gets destroyed. Brilliant strategy 😎👍🤔

    1. I think WOW Shadowlands will end after Sylvanas’ judgement
    2. Primus reveals that he is The true Jailer through a secret meeting with Denathrius without anyone knowing.
    3. The Primus might be an “ally” of the Void but some Void Lords saw his act and desperately tried to have Alleria kill Sylvanas before the Primus’ plans are put into motion. (Not all Void Lords agree with each other)
    4. It is likely the Primus used the drought to weed out the weak in the Shadowlands.
    5. The Primus will manipulate Pelagos into using the Crown of Wills to secretly dominate every soul that enters the Shadowlands upon judgement.
    6. The Golden One (Pelagos) claims an empty throne (Arbiter crucible). The Crown of Light (Crown of Wills) will bring only darkness (domination).
    7. Turalyon is unlikely going to betray Anduin because he admitted that he shouldn’t follow the Light blindly like a fanatic.

If this could be true, that would redeem the Shadowlands expansion to some point in the next expansion or maybe a possible new patch. Although I highly doubt we will even get even a short patch.
Not just that, just being called 'The Primus' begs us to ask the question of why he is named 'Primus' at all?
'Primus' in its own meaning, as far as in Latin, means 'First'.
So either The Primus was the first created, or he is one of the First Ones.
All conjecture, of course, but again - it would be a nice plot twist giving us the opportunity to find out it was his scheme all along and venture out to gather allies in the other cosmic forces, bringing them into the fray.
Personally, I still hope the story becomes more grounded again in the next expansion.
But since we're established as god-killers, given we have the right gear, I can't see the story taking a step backward.

Alright, here's a theory about the whole Jailer-Primus switch that maybe happened during development. I think this may actually be where the story was leaning (based on the early concept art and trailer) before they changed everything and went a more dull path:
I believe that Primus was supposed to be the original "Jailer" but not the villain. We misunderstand and see him as the villain because Sylvanas is on his side. Same issue with Sylvanas. She's a genocidal maniac, but she was doing it for a 'reason.' I think the original story was supposed to be that Sylvanas met the Primus after jumping off of ICC and learned about the machinery of death. Sometime after Argus died and suplexed the Arbiter, Sylvanas learned about the drought. Maybe Elune sent her hints from the Winter Queen that the shadowlands were in trouble and that's why she burned Teldrassil and started the BFA war to send them anima (and also why Elune later seems vaguely reluctant to have the night warrior kill her). Still an unforgivable act, but it makes a little more sense that she was trying to save the Shadowlands. Eventually she learns it's not working and that all of the anima got sent into the Maw. She loses her shit, gives the whole "this world is a prison" mustache-twisty monologue, and goes to rip the helm in half. Kind of a Thanos "fine, I'll do it myself" moment.
At this point Shadowlands starts. We descend into the Maw and fight all these big bad evils and see torment everywhere. We see Sylvanas and "the Jailer" in the Maw and we run for it. While we wander the Shadowlands we learn that the Primus is missing. So we get his sigil and bring it to the guy in Torghast who has been helping us all this time. We think it's the Primus, but it turns out it's actually Zovaal and we just opened Pandora's box. He breaks free and now we gotta go find him and stop him. Some of the people who were giving us hints that it was the Primus turn out to be dreadlords. Now that Zovaal is free, Denathrius sends all the anima to him and shows his hand. We defeat Denathrius, but the damage is done. Zovaal uses the sigil of the Primus and all this fresh anima to make domination magic that turns Anduin into a deathknight. He sends him to collect the other sigils.
Eventually we go on to fight Anduin at the very top of Torghast, which was meant to be the ending of the 9.2 raid. Anduin gives Zovaal the final Sigil. Zovaal morphs into his power ranger armor and sends Anduin over to fight us. We fight Anduin and win. Sylvanas tries to use this moment in a cutscene to shoot an arrow at Zovaal from the back, but Zovaal does that cheesy Loki "catch the arrow" thing and sends her the other half of her soul in repayment. The other half of her soul is absolutely horrified with her "ends justify the means" genocidal ways and she blacks out. Zovaal opens up the portal and leaves to go to the Sepulchre. In the next room we find the big evil "Jailer" that we met in the very beginning of the expansion. Turns out that The Jailer from the opening cinematic was the Primus and was in the Maw trying to keep Zovaal in check. Before he went in, he hid his sigil to keep it safe (or maybe he intended for us to get involved). Once Zovaal broke free, he was able to use the Primus' sigil to capture the Primus and turn the tables. Why did the Primus even need to go into the Maw? Because Zovaal had slowly been breaking his chains and found a way to learn domination magic over the 25k years. Zovaal had recently used all of his anima to have the lich king's armor and frostmourne sent to Azeroth. That was when the Primus said "aw shit, I guess I gotta go down there" and went to the Maw to keep tabs on him.
Patch 9.3 we go to the Sepulchre to fight Zovaal. Sylvanas is still on our shit list, but she's being tortured by her split personalities. Blah blah therapy sessions, you know that part. We see the devourers and all the other stuff in the Sepulchre. The information that Sylvanas gives us helps us fight and defeat Zovaal. We see the dumb cinematic where Zovaal's whining about "what is to come?" and it's kinda cheesy, but hey at least in this timeline we wouldn't have been lead to believe that Zovaal was some giga-brain asshole who monologues all day long. He just seemed desperate and evil up until that point.
To wrap up the story, the issue with Sylvanas becomes a major point of conflict. Either by the end she's made to walk the plank, or hell, maybe the "good" side of her soul makes her willingly jump into the maw, to atone for her sins. Then we see them use that Sylvanas diving animation that was datamined a while back. She goes down to rule Torghast and I guess with her soul's unique combination of ruthlessness and compassion she becomes the new 'Jailer' and personal therapist for the souls of the Maw, or something.
Meanwhile the Primus is like "heh, I meant to do that" or whatever. Yeah, whatever Primus. You're so very tacticool and smart.
Somewhat cheesy ending I guess, but it would probably be way less upsetting and dull than the current story arc.

No it does not make any sense, the Primus was imprisoned by the jailer in the maw, not the other way around. None of this makes any sense at all.
At some point, the Primus left his sanctum to investigate the schemes of his fallen brother, the Jailer Zovaal. The Jailer defeated the Primus, took his memories from him, and confined him to the tower of Torghast as a prisoner called the Runecarver. In this form, the Primus was forced to create countless armaments for the Jailer-including Frostmourne and the Helm of Domination, which were later used by the succession of Lich Kings on Azeroth. The necrolords were unaware of their leader's fate, and in his absence, Maldraxxus fell into chaos: two of the houses were nearly destroyed, and the leaders of the remaining three ruthlessly fought to claim the Seat of the Primus and the position of commanding the realm's armies.
Also the primus is like a saint, not seeming in any way a master strategist or confident leader at all, we were catfished hard and that is all there is to that.

If this is true, it actually gives us a new villain that is ACTUALLY intelligent and cunning and poses a serious threat. But continuing this story means more cosmic wars and more intergalactic space traveling, and I'm just ready to bring this shit to ground level again and deal with troubles back home. I want them to set up new mysteries and lore that actually connects to this theory in a better way than what they tried to do with SL and WC3. Maybe when they do the Light vs Void expansion, they can insert the 'Primus was the real villain!' swerve into that story and have us fighting against all 3 of them somehow.

Zovaal was just an empty vessel filled by a soul, much like the vessel that Pelagos's soul filled to become the Arbiter. They actually said in the gameplay that ALL of the leaders of rhe Covenants were created in the same way, including the Primus.
In the cinematic of the Jailor's demise, you watch as the flesh covering dissolves away as does the blue soul in his middle.
I don't think the Primus is the real Jailer, although I do think he may have been responsible for the Jailor coming into being. If the Primus was the jailor, how did he end up incarcerated in the Runecarver's oubliette? Why did he end up there? I suggest that he ended up there because he was the one who was the greatest threat.
