When he was deposed, the Ecclesiarchy begin to reassert their independence of the Administorum which lead to the zealous environment in the Imperium. Imagine if the Prime Minister of Britain take over the Church of England, replacing all the priest and bishops with his supporters, who then get themselves purged after the PM was killed. That environment of distrust between the priests arguing who is the "true" priests Vs the "secular" priests is what lead to purity race between them, accusing each other as not true Anglican and this also influence their followers to follow suit.
No but I'm very sure he is the reason why the Imperium banned the Ecclesiarchy from having men in their army and the Sisters of Battle was set up to as watchdog of the Imperium over the priests
