Everything below is for the omnissiah. But like, you can read it if you want. Just a synopsis of the video you're watching.
The High Lords of Terra are the ruling council of the Imperium of Man in Warhammer 40,000, a central body wielding immense power and influence over the galaxy-spanning empire. Originating during the Unification Wars, the earliest form of the council was the Magisters Temporal, succeeded by the Lords Civilian, and eventually evolving into the four High Lords Civilian, tasked with overseeing the administrative and military needs of the fledgling Imperium.
The High Lords of Terra consist of various permanent and rotating members, representing crucial segments of Imperial power. Key positions include the Master of the Administratum, overseeing the bureaucratic and administrative apparatus; the Fabricator-General of the Adeptus Mechanicus, representing the tech-priests of Mars; the Inquisitorial Representative, ensuring the interests of the Inquisition; the Grand Provost Marshal, head of the Adeptus Arbites for law enforcement and internal security; the Master of the Astronomican, managing the psychic beacon essential for warp travel; and the Ecclesiarch, leader of the Adeptus Ministorum, the state church.
During the Horus Heresy, the High Lords, then known as the Council of Terra, played a crucial role in defending the Imperium. They coordinated efforts against Horus' forces, managing resources, military campaigns, and the strategic defense of Terra itself. Key figures like Malcador the Sigillite, the Emperor's regent and the first Lord of the Council, were instrumental during this period.
The High Lords of Terra's history is marked by numerous coups and power struggles. Notable events include the Reign of Blood, where Goge Vandire, as Ecclesiarch and Master of the Administratum, led a tyrannical regime almost destroying the council's credibility. The War of the Beast in M32 also brought significant upheaval, as the High Lords navigated a crisis of unprecedented scale, balancing bureaucratic and military needs.
In the modern era, the High Lords maintain significant influence. The return of Roboute Guilliman, Primarch of the Ultramarines, introduced new dynamics, with Guilliman both opposing and aiding the High Lords. His reforms and his role as Lord Commander of the Imperium led to significant changes, including purges and reorganization efforts to streamline governance and military response. The High Lords of Terra are crucial to Warhammer 40,000 lore, embodying the complexities and challenges of ruling a galaxy-spanning empire. Their actions and decisions have far-reaching implications, making them a critical focus for deep dives into Warhammer 40,000's intricate universe

I served in that station for nearly eighty years. I saw the composition of the High Twelve change over that span as death and rivalry took its toll. Some of those lords were vicious, many of them narcissists. Two were positively psychotic, and I remain convinced that I am dedicating this vote to the 12 hour Heresy video!

Rome had this period known as "the five good emperors" at some point, so i think the max of semi competent benevolent dictators they got had to have been 5.
Important to note that none of them were biologically related. They were all adoptive father and sons. Then Marcus Aurelius left it all to his biological son Commodus. The reason it stopped at five good emperors.

Also important to remember that not one of them was actually benevolent. Rome was a vile empire. It's just been massaged by historians who were morally aligned with it. Never forget that they owned slaves and slaughtered innocents for their own gain. Not every civilization did that, and certainly not to that degree.

I've found that the small crimes like the ice cream in the back pocket don't tend to get enforced, except in two situations - the cop is either having a bad day or you've somehow managed to piss them off to the pint that they're going to charge you with *something* or it's being tact on a bunch of other, larger charges to make a point.
Correct, attitude is one of the most influential variables in an arrest/charge. Sadly many people fail to realize that being polite, humble and helpful can be a huge tactical advantage if you use it right. Ego gets in the way and situations that would have resulted in a “just don’t do that again, have a good day sir “ spiral into “ get out of the car and put your hands behind your back.
Being nice and polite even when you don’t mean it can be the difference between living life in easy mode and having a terrible time.

I picture being around the emperor as being like standing in a room full of old electronics, you get a vaguely audible tinnitus style whine from overcharged capacitors.
Imperial Rome famously had The Five Good Emperors who were: Nerva, Trajan ,Hadrian ,Antoninus Pius , and Marcus Aurelius. They had nearly a century of pretty solid rule.

Koda, Guilleman handles logistics within his order, and within the wider Astartes. The scope of the High Lord of logistics is MUCH greater than that and if Guilleman took on that role his time would be taken up entirely by Imperial admin and he wouldn't have time to y'know, BE A PRIMARCH.

There is actually one example of a set of dictators who had a good, benevolent reign in a row. Specifically, it was the Roman Emperor Nerva and the 4 emperors after him, Trajan, Hadrian, Antoninus Pius, and Marcus Aurelius. These 5 emperors came after the collapse of the Flavian Dynasty, and reinstated the Pax Romana, or the peace of rome among its citizens. They built such great works as the Roman Forum, greatly expanded the territory of rome, and enacted many reforms that made life better for individual men and women. Each of their reigns only ended because they died, and were not assassinated (which was a massive w for the time). Augustus Octavian was probably the best emperor, but his great grandson(I think) Was nero, and he did some BAAAAD stuff.
The fact that out of the dozens of Emperor's Rome had, five of them were considered "good" says more about dictatorships than the fact there were good Emperors does.
