This video explained the second step well enough but the first step checks to see if Zidane will even have the chance to steal. This check is based on Zidane's level, the enemy's level, and Zidane's Spirit stat. What Bandit does is it ensures Zidane will always "succeed" on the chance of a steal, meaning it eliminates the first step in the two-step stealing calculation. Pretty nifty, right? But don't think "success" means a successful stealing of an item. Think of Bandit more as an automatic pass into the amusement park, while Master Thief is the incliment weather that will make the lines for the rides a lot shorter. You still have to wait in line, but you won't spend nearly as much time doing so.

To steal, you roll two dice: a "Can you steal?" and a "What did you steal?" The first one is your success chance. If "Can you steal?" rolls "No", you don't get to roll the second die. Bandit makes this roll always land on "Yes", so you will always roll the second die. The second one is picking the item you get from the steal table. Imagine the enemy has two items, a potion and a phoenix down. Your first steal with Bandit will *always* give you something from the table. The problem is the second time you steal something. "Can you steal?" with Bandit will always land in "Yes", but "What did you steal?" still has to pick the item. If "What did you steal?" lands on "Potion" and the second time you steal it lands on "Potion" again, you will not get anything because the enemy doesn't have a potion anymore. This is why Bandit will make your success rate 100% but you'll still be able to miss stealing anything. The game just keeps picking an item you've already stolen and the boss no longer has.
I've done casual playthroughs of FFIX and I've done playthroughs where I try to steal all the equipment from the bosses (save for those very rare steals), and I'll say that trying to steal everything kills the pacing of the game. Throw a tent at the boss, cast slow, try to steal and defend. It doesnt feel like fighting a boss anymore, it feels like holding off until you win the lottery. I wish you could equip master thief from the start.
Moguri Mod allows you to activate 100% steal chance which some people may call "cheating" but since it is a single player title I just feel it saves my time and I'm fine with that.

Sorry, they got destroyed or they aren't really cities, they are just a couple of screens of drab-looking generic locations which are usually devoid of any characters. Want to have fun customizing weapons? Sorry, you should have had the foresight to have purchased at least 4 of every weapon in every shop before you got to this part of the game. Want to have a fun battle? Sorry, you have to wait for 30s for the battle screen to finally load. Want to learn a new ability? Sorry, your party member that had the only piece of equipment with that ability has just departed from your team with it unannounced and they aren't coming back for a quarter of the game. Want to fight a boss battle? Sorry, you're going to have to spend the next 15 minutes attempting and failing to steal while you keep your party alive as they wait. Want to play a fun minigame based on strategy and card battles? Sorry, the game uses virtually incomprehensible logic and random number generation so instead of playing a game it's more like playing a slot machine.
My whole thing playing FF9 was steal from every boss and major enemy. The common trash though... I did not really bother. Killed those en mass. So getting the items was not that hard, except for the Beatrix fights. That was a royal pain.
From what i remember, every boss or unique enemy had one special item or another, one of my fav features in this game particular, obv others did it but still it was plentiful in this title.

Now today we are going to the Alexandria castle and Prima Vista. The first thing you want to do is score 100/100 then talk to the Queen to get Moonstone! It has Beast Killer, which means you do extra damage agianst Beasts and 1 more ability. It also has a white magic called Shell for Garnet. And 10000 gil, which is very very helpful. Also try stealing agianst Steiner off the scenes(First time fighting him). Don't forget to turn the wheel left or right in the engine room. You just need to walk around mashing X for treasures sometimes, like in 12 TZA(Seitengrat), they are Invisible (not 1/100) so try and get everything you can see a !

The EARLIEST YOu Can Fight It Is Disc 2 When Your Saving Dagger, Which He MAY Want To Do As I WILL Tell Him Of The Strategy Used Makes The Battle MUCH EASIER. It Involves Steiner And Minus Strike And it WORKS PERFECTLY If He Can Avoid Having The Enemy Really Do Anything Or Avoid Having Steiner Be Hit By Anything.
@@stoogie375 With Steiner And Minus Strike You Can EASILY Do 150-200 DMG To The BOOK And From THEN ON Just Keep Steiner On STANDBY To Use It For When The Book Closes Again! You Can Probably ALSO Have Steiner Use A FEW Magic Sword Firas On The Actual Boss In The Process!

My favourite final fantasy is probably 7 but to say it is the best game in the series would be foolish as later games tend to be superior in so many ways. My personal feelings about 9 are irrelevant. However I do fail to understand the why so many people think it is the "best". Obviously I am in the minority.
5months late, but it's probably important to state that there are only two bosses that have an item in the very rare slot before Master Thief is available.
Still wish that when you have trance on Zidane it'd increase steal chance to 100%. Since using it while in trance your trance bar goes down.

I always tried to put enemy under a effect or lower their hp to make them weaker.. always worked for me lol
