Weber 32/36 proper setup to my B18; years later!

My Volvo B18 engine was rebuilt a few thousand miles before I bought it, but the Weber 32/36 was left in bad shape, and was poorly tuned. "It's running, so how bad could the setup be?" I told myself. Truthfully, I was intimidated to dig into it, but the bad performance, rich conditions, and low fuel economy got me over that fear.
This is the third time I've messed with it (after cleaning it, checking the jets, and fixing the choke), but it should have been the first thing I attempted. It is better off now, but probably still needs different jets to live up to its alleged potential. That will be the next step before I toss it in the bin....
