Ulti is a strong player to beat! He’s well known in the base game and I think he was part of the World Cup group for 1v1.
The devs obviously helped but you used them well. The only difference I would have made is taking the 6-3-11 before the sheep port in case they got the settle first because that’s more critical to lock out Ulti of good ore, but given the way it rolled the sheep port worked better anyway :)

First game: nice example of how not to play against an opponent with a strong pure OWS setup. Was expecting way more from this player.

What would you say is the best way to counter a pure OWS setup?

Aggressive plowing of expansion spots. That 10-9 plow is an absolute must.

First double road to 10-9, then 8-3-4 settle for production and to get double wood brick to prevent getting stalled by blocks, then 10-9 3:1 for flexibility. Getting unblockable quickly before the OWS player has tons of knights is crucial.
