bmi 25 while lean is very doable but can take years of training if ur starting off from a poor base. feel like you should cut to 11-15% whatever feels ok for ur genetics first maybe even giving urself some leeway to gain some fat if u rly want, then maintenance or slight caloric surplus from there if you're really skinnyfat. imagine you're like 20bmi 22% bf for example, you would just be a lardass at 24 no point in bulking at that point. for novices u don't even need to bulk that crazy u make gains even at maintenance or slight deficit. and in terms of attractiveness u look better just being lean with not much muscle vs being sorta fat with a little bit of muscle.
For sure, being lean is always the end goal. I think you need to go through periods of bulking and being soft to build enough muscle to make being lean look good.
Get a friend to measure your height or ask your doctor/gp to measure you next time you go. Waist you can do yourself, just get a tape measure and measure the thinnest part of your torso which'll be just above your belly button. If you're still unsure, watch a YT vid.
