If honest mistakes were made along the way, it could be understood, but this looks more like it was done on purpose either through utter incompetence or something dishonest and possibly criminal in nature. At the end of the day it is taxpayers that get the shaft 60 million dissappears, and it will all be eventually forgiven. No one will go to jail, some positions may be shuffled, and someone may take a pay cut, but ultimately, no meaningful punishment will be handed out in this case.
