MrElias97 The small weights are loaded outside the collars because it makes loading them much quicker and easier. Loading takes up a lot of overall time in a competition, and when you only load plates on the inside, you have to unscrew the collars and slide them off, put the new plates on, put the collars back on and re-screw them with every single weight change. When you load outside, you literally just walk up to the bar and slip the extra kilo on and walk away again.
except between every lifter they do a thing called tighten up the bar which means loosen the collars press the plates tight and tighten the collars. at any legit meet they'll never just slide a plate on and walk away.
the little ones are usually very light and tight so theres minimal risk of them falling off. Its also simpler than removing the collar entirely every time they make a plate switch. usually the outside plates are .5-2.5 kg plates and are rubber coated to fit tightly to the bar anyways.

I've watched many lifters over the years, Ilya Ilyin is by far the most enjoyable lifter to watch.
