It's GPS drift. Any position can be up to 15 meters off, per GPS standards. In practice it is rarely more than a meter off, but it is influenced by many factors. Lots of metal between the tracker and the sky, airport nearby with lots of active transmissions, surrounded by lots of tall structures (skyscrapers, mountains), GPS satellites near the horizon instead of high in the sky - all of these factors and more can degrade GPS performance (Linxup is my company - and no, we don't pay Rob anything, he is a great customer like many others).
