The movie never said that everywhere in Tamil Nadu is having water shortage. That guy is from a remote village in Tamil Nadu that is closer to the Kerala border where water shortage is there. And the creators chose a different filter for Tamilnadu is because it is the common filter used inmost Tamil films now.
