Tolkien wrote in multiple different stories that Gandalf came multiple times to Middle Earth it's just most people are not well read enough to know this.
Just to clarify why the Valar were concerned that "direct intervention might upset the balance of the world", prior direct intervention by the Valar had ended with the destruction of Beleriand and then Numenor, both sinking beneath the sea. So ... yah. They were looking for a less destructive way to influence things in Middle Earth.
I would add that by the Third Age, the Music of the Aunir had ended or was ending. The Valar had little if any knowledge of the future so they were cautious.

Dude, I couldn't watch past the first 2 or so sentences. "In the waning years of the Third Age?" No. The Third Age lasted a little over 3,000 years. The Istari arrived in Middle-earth around year 1050 of the Third Age. How is that the waning years? They were sent 2,000 years before the events of LotR. I understand you made this to counter the garbage lore currently spewing from Rings of Power, but please, do better.
