Jeez, man. Don't add black bars using an image. Go into the project settings make the video 4:3, and crop the actual video.

On the video track that you added your Legacy text for date and time, add the video track FX: Gausian Blur, set the Horizontal range to 0.0050 and vertical range to 0.0 Also i like the old digital clock font Quiverltal.

You definitely don’t have to put the black bars if you don’t want to. But if you do, I recommend clicking on the black bar clip’s crop button and you can alter the bars size from there. Hope this helps :)

You can right click the video in vegas pro and set it to "Screen" and it will automatically remove the black background and the VHS style stays
