The reason Soldier can Rocketjump with minimal harm is the same reason as Demoman, Drunk people get out of life threatening situation more often, and while Soldier is not Drunk at all times like Demo, he does have the same if not lower mental capabilities than an extremely wasted near death man.
Not to mention his adrenaline levels are likely through the roof.

This is the most reasonable explanation that can be given within the context of the tf2 universe. I love it.
I thought it was because the rockets are basically just fireworks, hence why they don't just kill everything like real RPG's
