In an interview Dolly said that the name "Jolene" was based on a small little girl who went on the stage to take her autograph in her early days! Jolene was very beautiful and Dolly told her she would write a song about her and if she ever heard about it she would know it was about her! (Sorry if there were any spelling errors, I try my best)
