The short answer is: "because we said so". We assign a sign convention to account for the direction of work from outside the system to the system, or vice versa. In Physics, it is common to use the heat engine sign convention for heat and work, such that work done by the system is positive, and work done on the system is negative, and vice-versa for heat. In chemistry, IUPAC sets a standard for both energy forms to be positive when entering the system, and negative when exiting the system.
