Well, putting a limit on the game might've been for safety reasons, because the original cabinet you were actually "wrestling" against a joystick with your own arm. If the game was allowed to be marathoned like the Punch-Out games, players would play until they either broke something on the cabinet itself or hurt their own arm - why risk the bad publicity either way?
This game has a INTENSE story line! One day your character (who i will call Vince because he has a V on his shirt) decides to join a arm wrestling competition organized by a shady character. The organizer offers a huge money prize if you manage to win. During the competition you have to face of against these baddies: Texas Mac: A man who just got into arm wrestling, he may be RIPPED but he lacks the experience. Kabuki: He is not actually Japanese, he is just a wannabe sumo wrestler. He lied against the organizer and said that he lived in Tokyo. Mask X (Bald Bull): Bald bull was disqualified from boxing in the world video boxing association because he seriously injured a fighter. He doesn't have a job anymore and is short on cash. He now disguises himself and tries to start a new life as a professional arm wrestler. Alice and Ape III: Alice is a normal girl, she goes to school, plays with her friends, goes shopping, builds a giant robotic ape so that she can win a bunch of cash in a arm wrestling competition... Normal stuff. Frank jr: A creation made by the organizer. Why did the organizer make him? Well so that nobody can win the prize! He wants to keep all of it for himself! So he made this unstoppable killing machine! After you have beaten them all the organizer knocks Vince and all the participants out with his huge bag full of money! When you wake up you don't remember anything and you redo the entire competition...

Donkey Kong/Popeye is famously the obvious one, but so many other aspects owe to classic cartoon tropes, even into the 1990s: classic chase slapstick in Sonic and X-ray electric effects in Street Fighter, off the top of my head. In fact, thinking about it now, I can't help but wonder how many veteran designers appreciated Cuphead for that reason.
This game can do scaling effects but I don't understand why they chose to upscale the arm wrestlers at an inconsistent ratio. Those wonky pixels really ruined those beautiful sprites!
My personal guess is that they wanted to place all of the characters who do the wait for the arrow trick during their stun animation all in a row as a mean to make the game harder. But still needed Kabuki to serve as a lead up to them in the first place. So they started out with that order the moved him so that it's no longer a smooth transition in speed/skill making it more likely for a player to need to insert more credits (as this is still an arcade game). But that's just speculation on my end.

Interesting how it just ends after round 20 where as on games like Pac-Man, or any classes arcade games has what's called a kill screen making it unplayable at that point

I think it was because the controls on the arcade couldn't be replicated unless it was a controller made only for that game. Example: To pull Bald Bulls mask off, you have to physically pull the arcade stick up, as though you're going to rip it out of the cabinet.
That is a random property of the game, just like you never know how many tornado punches Super Macho man will throw after his wind-up animation. It could only be one or 5+ times. It's also known as RNG (random number generator).
Is it wrong that I though Alice was an ARMS character for a hot minute? I was half expecting the next opponent to be Min Min, Ribbon Girl, or Dr. Coyle. D:
The idea of a regular person using a robot to fight was basically the entire idea of mechanica in that game, so i can see where you were coming from… still, mechanica is actually piloting the robot in arms, and Alice just seems to be using a remote control, so it’s not a 100% overlap.

Gordon Taylor not true. It was a joystick and a button. This game never had a prosthetic arm because Nintendo was too smart for that.
I think they might have been thinking of Jaleco's Arm Champs, which did have an actual arm.

Theres a new arm wrestling game 2022 called Arm Wrestling Reborn.
I wonder why they moved Kabuki to last? At first he was between a Texas Mac and Bald Bull, but in all the other rounds he comes after Frankenstein Jr.
