Historically, Octavian was actually the junior party in this division, and he didn't get Italy, which was neutral territory. However he did manipulate the other two into thinking he disliked having the West, when in fact he preferred it, and it gave him military supremacy. Soon enough he stomped over Lepidus and became the senior party of the Triumvirate when a new divisioj was made.

Anthony was far stronger until his disastrous campaign against the Partheans.
His defeat against Agrippa had more to do with Anthony having little experience with combined land-sea assaults, whereas Agrippa excelled at combined attacks.

He was badass and had the chance to grab the top spot. But for the sake of the tv series it is all mark vs octavian. Lepidius got shafted before the other two began fighting.

In truth Octavian was clearly the junior partner here. He ended up having to deal with the very same issues he describes: roman mob unrest, a civil war with sextus pompey.
Anthony on the other hand, had he not squandered his time with a war with parthia, he would could have stayed on top
