That dialogue is all him. Fallout Lore states that Frank was a soldier with a host of mental problems in the Pre-War era. So of course the brain trust at the Enclave figured he was the perfect guy to expose to FEV, turning him into a Supermutant. They got so attached to their new pet murder machine that they outfitted him with top of the line cybernetics, powered armor, and life support to keep him up and running for centuries. So he's plenty evil and crazy enough to say all of those lines. All things considered, Frank's a top contender for the most brutal, vicious, and overall evil character in the series. And that is really saying something. Note also that he's practically the only guy you CANNOT reason with in the entire series.

SuperKILLINGMASTER The Enclave may have augmented and taken him in to be their attack dog, but Frank was always a monster. The guy still has his own mind as far as we can tell. You can't blame the Enclave for Frank being an awful excuse of a person. You can blame them for giving someone like this a superhuman body, powered armor, authority, a plasma rifle, and a minigun.

It's funny. Every single other game in the series, Interplay- AND Bethesda-produced, has a way to non-violently talk the final boss down. You try that with Frank, and he says, "Fuck that, time for talking's over."
You can actually still talk your way out of this, just not directly talking to him. There is a group of enclave soldiers nearby that you can convince to help you take him down or they will all die. Add to this the turrets that can be either hacked or just reset with the presidents key, and your main character does not actually have to fight.

Lanius is actually interesting case because it's heavily implied that the guy behind that mask isn't the one legends are talking about. That would make most sense because after all we are talking about guy who would rather slaughter his whole tribe and be severely mutilated in the process than accept their defeat and surrender. It would make no sense that you could convince a savage like that with few carefully chosen arguments. As for Horrigan, it would also make no sense that monster like him would surrender under any circumtances but that also proves that even Black Isle Studios aka future Obsidian never wanted you to get through the game without investing in its combat

They probably get along well enough at least as soldiers do. Frank never struck me as the type to be violent and hostile towards his own dudes; he's so loyal to the Enclave, I wouldn't be surprised if the only way to make him angry was treasonous talk or dereliction of duty.

Something that made this guy so effective is that you see him and what he can do several times before you can actually face him. We learn he has no problem slaughtering families, can take plasma bolts to the face without an issue, and can punch the arm and head off a Deathclaw with one hit. If they had applied this strategy to Lanius or any of the other bosses... well, you get my point.
They *kind of* did this with Lanius, you could learn from Caesar how he's a brutal warrior and that he uses psychological warfare on "under-preforming squads" of Legion soldiers, plus you can hear about him from Radio New Vegas, as well as Lucius, Vulpes Inculta, Joshua Graham, Ulysses and Siri. Thing is, you just don't _see_ him and what he can do, though right before you speak with him you can see him tear through a couple of NCR Rangers with ease, if you're on any side other than the Legion's.
True. In Fallout 3 you see Colonel Autumn a few times before having the option to fight him, but he isn't really that intimidating by himself. Legate Lanius does look intimidating, but you only meet him at the end of the game and I found myself not being that intimidated considering I can not only reason with him, but convinced him to fight me 1v1, which ended up being him against me, Boone, Ed-E, and Cannibal Johnson and the NCR Ranger captain who both followed me into the fort. Not really sure how Lanius though he could win there.
@@samiamtheman7379 when Lanius was a teenager he managed to kill 12 fully grown tribal soldiers before they managed to knock him out and before that he was brutalizing the Legion's patrols which happen to be the best martial artists in the Mojave and possibly in all of California.
The problem with that is that every single (adult) character in Fallout NV can be killed. If you could see Lanius before the final battle, you could kill him. If he appeared on the other side of a window or something, that would just feel like the cheap crap Fallout 3 pulled to pigeonhole you down their railroad of a story and you would feel cheated out of the opportunity to kill him when it was convenient, the same way Fallout 3 did with Col. Autumn appearing only behind glass and force fields before the final confrontation.

Other possibility is courier seing him defeat few supermutants/deathclaws at once at Cesars arena. Adapting Fallout 1 into a stand-alone film would be doable. None of the other games would work as movies. Fallout 2, New Vegas, and Fallout 4 could each potentially work as series, though.

thegreatmoustachio Actually there are words to describe such a confrontation, such as: "curbstomp", "bloodbath" and "annihilation". Seriously, what is with people over estimating the strength of these human characters? Joshua is just a very angry Mormon with a souped up pistol and a fancy vest. Lanius, while strong, is far from punching holes through people. And Dornan... well he isn't that much better than a standard soldier. The only one who could even possibly stand up to Horrigan would be Fawkes, but in terms of training and armor, Horrigan would easily win in the end. Even if everyone was against him with weapons, he would still win considering how well he can stand up to gunfire and smacks to the armor.

Honestly I hope that Fallout 3 is the last time The Enclave are the main antagonists. I just don't find them nearly as compelling as The Master or New Vegas's faction leaders. The Enclave are just so...vanilla. They're evil, they're stupid, they're hypocritical, and...well...simple. I don't necessarily need to feel guilt tripped for killing a games primary antagonist, but I do like it when villians make me do a double take. The Enclave its like...whats the point? Nothing they do even makes sense, its just senseless murder and mad science because...well...because.
I don't see your point, you mean you want a more relatable villain? I feel there are to many of those kinds of villains. Also I don't see how Caesar's Legion, one of the New Vegas faction leaders, was really good. They didn't follow Roman ways at all really besides their attire (They were more like Genghis Khan really) and they were also pretty one note. While I won't lie, the Enclave are also somewhat one-note, they make sense in the Fallout universe however, the Fallout universe is like 50s American future where the government was might and filled with propaganda. The Enclave aren't really evil, they are always played as evil because their leaders like Richardson and Autumn but many people in the Enclave aren't evil like the Enclave Remnants who are a bunch of Enclave members who not evil at all like Cannibal Johnson or Daisy. Hypocritical, I find those villains to be the bets since it makes them comedic to me how they ignore their own flaws and just look out for themselves. I don't see what they do making no sense, how they planned to put the FEV virus mixed with James's Project Purity made sense seeing as the Enclave have avoided radiation for years with their armor and hiding in secure bases while also killing every ghoul and super mutant at the same time, makes perfect sense to me seeing as, again, they only look out for themselves and what they see as the perfect America. Also I don't get the "well... because." thing you ended with, the Enclave has always made sense, to me anyways. Last thing, I agree they shouldn't be the villains in the next Fallout, they should be a faction, like the NCR in Fallout New Vegas only not as huge maybe down played a bit but like an optional faction you can join and work for if you so desire or you can just ignore them and go independent or join someone else. Sergeant Dornan Don't worry, you didn't come off as mean, and you've certainly made some good points. I wasn't so much thinking of The Legion as I was thinking of The Master or Mr.House. Unsurprisingly, what makes a compelling villain is a matter of taste. I feel like I could have been more interested in The Enclave if we were given more insight. As it is, they've been the main antagonists in 2 & 3 and we still arn't really told squat about them. Are they really remnants of the US? For example. As it is, I always felt like The Enclave was kept so mysterious that it feels to me like confrontations with them arn't going anywhere. But again, that's just how I feel. And there's nothing wrong with your viewpoint even if I don't share it. I'm just grateful you didn't bombard me with hate.
Because Bethesda want some evil enemy without reason for player and "good" BoS to kill. But in Fallout 2, Enclave want to purify all mutanted creature, include ghoul, super mutant for the sake of normal people, their way is just too violate but their goal is good for normal people.
pirotess2 Not sure if I just misinterpreted what your comment stated, but the Enclave's goal (at least President Richardson goal) was to completely kill off all mutations. Ghouls, mutants, deathclaws, and humans with DNA mutated from the radiation of the Great War and even the FEV were all planned to be wiped out by the Enclave when they were planning to launch the FEV Toxin across the entire globe. Only those who weren't exposed or mutated by the FEV or the radiation from the war would survive. (That's about 1% of the population surviving except for those locked away in vaults [still] or on the oil rig) Although at the time it seems like a good idea, it was just going to put the human race into an even tighter race for survival. The Chosen One uses a good example when trying to convince the president why he's wrong and states something about how Brahmin (which are cows mutated with two heads) used to be only mono-headed, but through time and evolution have actually been able to survive on their own and adapt. I would much rather side with The Master then the Enclave, at least The Master was attempting to make everyone's survival chance increase by mutating people past the point of being affected by any other type of mutations, granting them the life of a Super Mutant.
Sergeant Dornan I totally agree with you on the Enclave being just a faction rather than the main antagonist, but only because of the events in Fallout 2. If The Chosen One didn't foil President Richardsons plan, maybe Fallout 3 wouldn't have been possible. So it makes sense that they would still be around, but not as big of a threat as they "posed" in Fallout 3. Doesn't Fallout 3 feel like a homage to Fallout and Fallout 2? I feel like they just took all the great things about Fallout 1 and 2 (and of course missed a bit of content like weapons or factions or anything along those lines) and made a more appealing game to the newer generations. I would appreciate a response from you, but do you think Fallout would be as popular of a series now, if Bethesda hadn't made Fallout 3 and gotten more people interested in the lore/universe of Fallout? I don't think I would of bothered with Fallout and Fallout 2 if I hadn't played Fallout 3, because it gave me a taste of what a great series Fallout is, but from a different and new perspective. I started off with Fallout 3 and it made my play-through of the first two Fallout's so enjoyable. I learned so much and connected so many dots going back and playing the first two.

+Liberty Prime As someone who have been playing Fallout since 97, let me explain. The encounter in the desert was before the Chosen one was considered a threat by Frank. Frank, being a man well versed in propaganda, since he was part of the US government, knew that having a "Random Tribal" witness the death of someone who asked too many questions was usually a bigger Pro than the con of having a witness. The US government at that time didn't consider tribals to be much more than the Native Americans encountered by Columbus, and thought they could deal with them the same way(With The FEV in place of smallpox).
Old thread, but let me offer an alternative. Frank Horrigan is a narcissist. He probably did it on a whim, figuring you were either a dumb tribal or momentarily impressed by your moxie. Either way, he's not always the most stable and rational person even if he was the loyal sword of the Enclave. In the scene at the BoS safe house he may well be operating outside of his mission and he demonstrates he'll do things just for his own sense of twisted amusement. "Seeing your body rotting on the ground will bring a smile to my face", he admits his extraoccupational enjoyment in killing, and killing on a whim. He also has an obvious flair for the dramatic; he's an idiot who thinks he's cool. He also could have just spouted dramatic words and let you go because he thought it made him badass in his own mind. In terms of the overall plot, he probably sees you as a walking corpse anyway, I doubt with the scenes he makes that he's as aware or interested in secrecy as the rest of the Enclave's operators. He may never plan to leave the Enclave, but he's possibly gone partially rogue, in that he works with his own intentions, and who is going to stop him, really?
Destroys a nearly invulnerable super mutated and evolved human in an advanced suit of extremely futuristic , custom-made, silver-coated suit of robotic power armor that can absorb over 2500 joules of kinetic energy, with a minigun attached to its arm. You can actually still talk your way out of this, just not directly talking to him. There is a group of enclave soldiers nearby that you can convince to help you take him down or they will all die. Add to this the turrets that can be either hacked or just reset with the presidents key, and your main character does not actually have to fight.

That would make most sense because after all we are talking about guy who would rather slaughter his whole tribe and be severely mutilated in the process than accept their defeat and surrender. It would make no sense that you could convince a savage like that with few carefully chosen arguments.
As for Horrigan, it would also make no sense that monster like him would surrender under any circumtances but that also proves that even Black Isle Studios aka future Obsidian never wanted you to get through the game without investing in its combat

Something that made this guy so effective is that you see him and what he can do several times before you can actually face him. We learn he has no problem slaughtering families, can take plasma bolts to the face without an issue, and can punch the arm and head off a Deathclaw with one hit.
If they had applied this strategy to Lanius or any of the other bosses... well, you get my point.
They *kind of* did this with Lanius, you could learn from Caesar how he's a brutal warrior and that he uses psychological warfare on "under-preforming squads" of Legion soldiers, plus you can hear about him from Radio New Vegas, as well as Lucius, Vulpes Inculta, Joshua Graham, Ulysses and Siri.
Thing is, you just don't _see_ him and what he can do, though right before you speak with him you can see him tear through a couple of NCR Rangers with ease, if you're on any side other than the Legion's.
True. In Fallout 3 you see Colonel Autumn a few times before having the option to fight him, but he isn't really that intimidating by himself.
Legate Lanius does look intimidating, but you only meet him at the end of the game and I found myself not being that intimidated considering I can not only reason with him, but convinced him to fight me 1v1, which ended up being him against me, Boone, Ed-E, and Cannibal Johnson and the NCR Ranger captain who both followed me into the fort. Not really sure how Lanius though he could win there.
@@samiamtheman7379 when Lanius was a teenager he managed to kill 12 fully grown tribal soldiers before they managed to knock him out and before that he was brutalizing the Legion's patrols which happen to be the best martial artists in the Mojave and possibly in all of California.
The problem with that is that every single (adult) character in Fallout NV can be killed. If you could see Lanius before the final battle, you could kill him. If he appeared on the other side of a window or something, that would just feel like the cheap crap Fallout 3 pulled to pigeonhole you down their railroad of a story and you would feel cheated out of the opportunity to kill him when it was convenient, the same way Fallout 3 did with Col. Autumn appearing only behind glass and force fields before the final confrontation.

Other possibility is courier seing him defeat few supermutants/deathclaws at once at Cesars arena. Of course having video of his brutality show to the courrier before they met at Hoover Dam is also possiblity, but i think it would fell lazy.

Seriously, what is with people over estimating the strength of these human characters? Joshua is just a very angry Mormon with a souped up pistol and a fancy vest. Lanius, while strong, is far from punching holes through people. And Dornan... well he isn't that much better than a standard soldier. The only one who could even possibly stand up to Horrigan would be Fawkes, but in terms of training and armor, Horrigan would easily win in the end. Even if everyone was against him with weapons, he would still win considering how well he can stand up to gunfire and smacks to the armor.

Honestly I hope that Fallout 3 is the last time The Enclave are the main antagonists. I just don't find them nearly as compelling as The Master or New Vegas's faction leaders.
The Enclave are just so...vanilla. They're evil, they're stupid, they're hypocritical, and...well...simple. I don't necessarily need to feel guilt tripped for killing a games primary antagonist, but I do like it when villians make me do a double take.
The Enclave its like...whats the point? Nothing they do even makes sense, its just senseless murder and mad science because...well...because.
I don't see your point, you mean you want a more relatable villain? I feel there are to many of those kinds of villains. Also I don't see how Caesar's Legion, one of the New Vegas faction leaders, was really good. They didn't follow Roman ways at all really besides their attire (They were more like Genghis Khan really) and they were also pretty one note. While I won't lie, the Enclave are also somewhat one-note, they make sense in the Fallout universe however, the Fallout universe is like 50s American future where the government was might and filled with propaganda. The Enclave aren't really evil, they are always played as evil because their leaders like Richardson and Autumn but many people in the Enclave aren't evil like the Enclave Remnants who are a bunch of Enclave members who not evil at all like Cannibal Johnson or Daisy. Hypocritical, I find those villains to be the bets since it makes them comedic to me how they ignore their own flaws and just look out for themselves. I don't see what they do making no sense, how they planned to put the FEV virus mixed with James's Project Purity made sense seeing as the Enclave have avoided radiation for years with their armor and hiding in secure bases while also killing every ghoul and super mutant at the same time, makes perfect sense to me seeing as, again, they only look out for themselves and what they see as the perfect America. Also I don't get the "well... because." thing you ended with, the Enclave has always made sense, to me anyways. Last thing, I agree they shouldn't be the villains in the next Fallout, they should be a faction, like the NCR in Fallout New Vegas only not as huge maybe down played a bit but like an optional faction you can join and work for if you so desire or you can just ignore them and go independent or join someone else. Sergeant Dornan Don't worry, you didn't come off as mean, and you've certainly made some good points. I wasn't so much thinking of The Legion as I was thinking of The Master or Mr.House.
Unsurprisingly, what makes a compelling villain is a matter of taste. I feel like I could have been more interested in The Enclave if we were given more insight. As it is, they've been the main antagonists in 2 & 3 and we still arn't really told squat about them. Are they really remnants of the US? For example. As it is, I always felt like The Enclave was kept so mysterious that it feels to me like confrontations with them arn't going anywhere.
But again, that's just how I feel. And there's nothing wrong with your viewpoint even if I don't share it. I'm just grateful you didn't bombard me with hate.
Because Bethesda want some evil enemy without reason for player and "good" BoS to kill. But in Fallout 2, Enclave want to purify all mutanted creature, include ghoul, super mutant for the sake of normal people, their way is just too violate but their goal is good for normal people.
pirotess2 Not sure if I just misinterpreted what your comment stated, but the Enclave's goal (at least President Richardson goal) was to completely kill off all mutations. Ghouls, mutants, deathclaws, and humans with DNA mutated from the radiation of the Great War and even the FEV were all planned to be wiped out by the Enclave when they were planning to launch the FEV Toxin across the entire globe. Only those who weren't exposed or mutated by the FEV or the radiation from the war would survive. (That's about 1% of the population surviving except for those locked away in vaults [still] or on the oil rig) Although at the time it seems like a good idea, it was just going to put the human race into an even tighter race for survival. The Chosen One uses a good example when trying to convince the president why he's wrong and states something about how Brahmin (which are cows mutated with two heads) used to be only mono-headed, but through time and evolution have actually been able to survive on their own and adapt. I would much rather side with The Master then the Enclave, at least The Master was attempting to make everyone's survival chance increase by mutating people past the point of being affected by any other type of mutations, granting them the life of a Super Mutant.
Sergeant Dornan I totally agree with you on the Enclave being just a faction rather than the main antagonist, but only because of the events in Fallout 2. If The Chosen One didn't foil President Richardsons plan, maybe Fallout 3 wouldn't have been possible. So it makes sense that they would still be around, but not as big of a threat as they "posed" in Fallout 3. Doesn't Fallout 3 feel like a homage to Fallout and Fallout 2? I feel like they just took all the great things about Fallout 1 and 2 (and of course missed a bit of content like weapons or factions or anything along those lines) and made a more appealing game to the newer generations. I would appreciate a response from you, but do you think Fallout would be as popular of a series now, if Bethesda hadn't made Fallout 3 and gotten more people interested in the lore/universe of Fallout? I don't think I would of bothered with Fallout and Fallout 2 if I hadn't played Fallout 3, because it gave me a taste of what a great series Fallout is, but from a different and new perspective. I started off with Fallout 3 and it made my play-through of the first two Fallout's so enjoyable. I learned so much and connected so many dots going back and playing the first two.

+Liberty Prime As someone who have been playing Fallout since 97, let me explain. The encounter in the desert was before the Chosen one was considered a threat by Frank. Frank, being a man well versed in propaganda, since he was part of the US government, knew that having a "Random Tribal" witness the death of someone who asked too many questions was usually a bigger Pro than the con of having a witness. The US government at that time didn't consider tribals to be much more than the Native Americans encountered by Columbus, and thought they could deal with them the same way(With The FEV in place of smallpox).
Old thread, but let me offer an alternative. Frank Horrigan is a narcissist. He probably did it on a whim, figuring you were either a dumb tribal or momentarily impressed by your moxie. Either way, he's not always the most stable and rational person even if he was the loyal sword of the Enclave. In the scene at the BoS safe house he may well be operating outside of his mission and he demonstrates he'll do things just for his own sense of twisted amusement.
"Seeing your body rotting on the ground will bring a smile to my face", he admits his extraoccupational enjoyment in killing, and killing on a whim. He also has an obvious flair for the dramatic; he's an idiot who thinks he's cool. He also could have just spouted dramatic words and let you go because he thought it made him badass in his own mind.
In terms of the overall plot, he probably sees you as a walking corpse anyway, I doubt with the scenes he makes that he's as aware or interested in secrecy as the rest of the Enclave's operators. He may never plan to leave the Enclave, but he's possibly gone partially rogue, in that he works with his own intentions, and who is going to stop him, really?
i always loved how they build up the character to be a super badass, and goddamn he didn't dissapoint, took me ages figuring out how to kill him.

+repinscourge You can use Shadow Play to record literally anything that happens on your computer using "desktop" mode (I think that's what it's called). it just captures whatever's on your screen from the moment you press the "start" button until you press "stop". It's amazing.
