From what I've heard in multiple explanations is he was a full on super mutant in the sense that his mutations were started from the FEV inside Mariposa, then the Enclave experimented on him ending with him being dosed on chems to keep him calm and the suit being built into him and impossible to take off, all so he could be put back in the field as an unstoppable force.
Lore wise I think it's less to hide their mistake and more because they still want to keep him as a valuable asset. And I'm pretty sure the Super mutant thing isn't just a theory. He was exposed to FEV from the Mariposa Base excavation and considering he was a 'prime normal' of sorts, he turned out being one of the first 2nd Generation mutants to retain his mental faculties. But much like Herold, he's not exactly the same as any other mutant or super mutant, but something different entirely

Still one of my favorite characters in the fallout universe. I mean come on, it's a damn super mutant behemoth in power armor. That alone makes him amazing. He also the only character (besides the master) I genuinely felt terrified of. I remember being a little kid seeing him tower over everyone with that bass voice and thinking "Oh god I hope I don't have to fight him...." I have no idea how long it took me to beat him when I finally got to him. Man is a beast!

The Chosen One had stats that are impossible to reach in the following Fallout games. Even so, Frank has the highest total stat score of any character in any of the games (10 all around). I believe Mama Murphy had the highest single stat (19 strength)
