- Frank Horrigan, Man, Mutant, Monster, a walking nuke with unyielding loyalty to both the Presidency and the Enclave. Standing at 12 feet tall, with the strength to rip a Deathclaw in half, Frank is for lack of a better word, terrifying, but what about the man that came before, how did he end up like this, and ultimately, what happened to him?

He has 10 in every special category. His big guns, energy weapons, melee weapons, and unarmed are all at 185% out of 200. He has an armor class of 50. He can reduce between 20% to 90% of incoming damage. He has 50% poison resistance. 100% rad resistance. He takes 70% of incoming damage from fire, laser, plasma, explosions, and electricity. But it takes 500% increased damage from EMP. Damage threshold of 20 with an HP of 999 and 20 action points. Due to his resistances the absolute maximum damage you can do in one turn is 192 points of damage. Fun fact. If your intelligence is below 4 he won't even bother trying to talk to you.

@@fabiansanchez7203 nope Frank is very much stupid. His 10 int is maxed probably cause of the fact he's the final boss of the game and they wanted him to as much of a threat as possible by maxing out all his stats.

If Frank was THIS terrifying in 2D, imagine fighting him in a 3D version of fallout 2.
-Tall as a Behemoth
-Probably has some terrifying music that goes with him
-Small arms fire (9mm and 5 Cal bullets) would probably ricochet off his Power Armor
-Laser weapons would reflect off him
-His plasma caster would have some cool ass sound effects
-Probably would chuck Enclave Soldiers at you (like those big zombies in PVZ)
-Raiders,gunners,Guards,etc would probably run away from him
-If killed,he would explode equivalent to a mini nuke

In the Aid The Outcasts dlc, after defeating Jingwei in the simulation the simulation glitches. Teleporting back in the hallway, seeing the enclave infiltrate the outcast base. Slowly un-disintegrating in front of you is Frank with an energy weapon in his hand.
You fight Frank with the weapons you chose from the Holo Requisition from earlier, perhaps all of them. You can phase through the outcasts and enclave members since it still takes place in the simulation, and reminding that Frank is still dead in the future series. (In short a round two of a General Jingwei boss. I can imagine my version wasn’t that good.)
Behemoth power armor is a scary thought.

I like how you can reason with lots of bosses in fallout using speech like legate lanius or the master, but speech is absolutely useless against frankie, he'll rip out your silver tongue instead, hes definitely one of the more bloodthirsty individual in fallout, a direct consequence of the FEV i suppose
Master and Lanius were quite smart, which made it easier to reason with them, and in the end prove that their actions are pointless. Meanwhile Frank is a cretin that was brainwashed, basicaly an atack gorilla, how could you reason with what is little more than a talking animal?

He was born and made as a machine, and his dying words really just make me feel sad. He doesn’t know how to be a real person, he has been serving as a weapon and a tool without a grasp on what he could have done as a regular person.

Frank Horrigan was the name of Clint Eastwood’s character in the movie “In the Line of Fire”, who was also a Secret Service Agent… One thing I always absolutely loved was all the satire and pop culture references in the OG Fallout games😎✌🏻

Insutute made robo humans that are weak fraile and easy to dispatch. The enclave made a cyber super mutant that put fear into anything that walked the waste, and BOS has liberty prime…. These factions are weird with there tech.
enclave hates anything thats not pure and they created the best weapon which is everything they hate, BOS wants to put away old tech thats dangerous but instead they activate liberty prime 3 times, and the institute wants to save everyone by turning everyone into robots..

Well, you have to realize that the Enclave spent a lot of time and money into developing ONE overpowered superhuman. They had all the money and time they needed to make him because they are the old-world government. The Institute instead focused on make weaker, but easier to mass-produce robots, meant to blend into society. They are completely different and can't be compared.

I just realized he didn't die from wounds sustained, the chosen one only managed to damage his power armor enough. Who can say what would have been able to kill him if he didnt need that armor to live.
He has the armor to make him close to invincible, just like any power armor would've for a seasoned soldier. If he didn't have the armor, he would've been just be another super mutant behemoth, which is also pretty close to invincible. Plus the armor gave him enhanced abilities due to the Chems it injects into him. The only draw back was grafting the armor to his skin, making it an unlikely weakness that led to his downfall.

@@bandit3019The point is, if the suit is making him substantially stronger anyway, the suit going offline in the middle of serious combat would be a death sentence, doesn't matter if it's keeping him alive or not.

You literally cannot avoid fighting him. The best you can do is hack the defense to attack Frank and bring companions and hope he focuses them before you. He's legit the toughest thing to ever walk the American wasteland. Lanius is the monster of the east, Frank is just the monster.
Frank is the embodiment of every terrible thing brought into existence by the wasteland mutation technology bigotry violence he doesn't just embody the enclave *HE EMBODYS FALLOUT ITSELF!*
The best you can do is turn on the minigun turrets and talk Frank's bodyguards into helping you with him as well, cute foxy :3

The Feral Ghoul Reavers in Fallout 3 were actually tougher, at least for me. By the time I get to Frank in Fallout 2 I can usually stomp him without too much difficulty, but those Feral Reavers are still a touch and go fight at level 30 in T-51B armor and with A3-21's Plasma Rifle, I hate running into those things, I'd rather fight Frank.
The ONLY ULTRA Mutant to ever exist; punching deathclaws heads off what a beast, he'd punt Lanius over the Hoover Dam and trust me when I say NO ONE would find those remains

For as much of a terrifying killing machine as he is, all in all I can't help but feel kinda bad for him. He was so loyal he was willing to do anything for the enclave, yet they secretly despised him due to his mutations, which he only got because he was loyally serving the enclave to begin with! Thats a pretty damn rough cut and I can't help but be sympathetic to it, even if Frank doesn't really deserve it for everything he did.

On Xbox GamePass, you can play Fallout 1 and 2 on PC no problem. That’s the closest we’ll get unfortunately but hopefully they do make a remastered/remake of the originals

Also, a few people seem to be confusing the term "low level intelligence" for "moronic" and that is not my intention. Frank is no moron but he's not highly intelligent either. He does not think for himself, he is blinded by loyalty and follows orders without questioning them no matter how inhumane. He is unwilling to listen to reason, nor displays any signs of understanding the actions of the Chosen One. It takes intelligence to see from another persons perspective and then act upon it accordingly. Frank simply regurgitates something he's been told since birth while ignoring anything that doesn't support his beliefs - that the Enclave are the future, the purest and most worthy of inhabiting the world, which does not include him - but he is too blind/brainwashed to see that. And while Frank is the best at what he does, it is learned behaviour refined over decades worth of experience, supported by technology and mutations, with cybernetic enhancements increasing his intelligence, which is still average. I'm sorry if this rubs you the wrong way, I do not hate Frank he's one of my favourite characters, but I will not let my feelings persuade me into believing he's some kind of genius either.

One thing that always bugged me was that you can't both use turrets and initiate dialog with him, but then again: turrets are pure easy mode copout

Honestly frank horrigan is one of the best final bosses in a game because he is a super mutant, has power armor, and has 10 in each special stat. While the new fallout games have things like a horde of enemies. Anyway another good video keep making great content!
Plus he’s the only final boss in fallout you can talk to, only to have him shut you up before choking you with your trachea. Considering eden, lanis, and the master it’s quite impressive.

I’ve always thought that Frank is one of the most iconic and memorable villains of the series. Good to learn the lore all in one place! One small thing, the 2nd word in Chemical Corps is pronounced like “Core” not “Corpse” 2:24. Great vid.
He may not be the smartest man, but he can toss out badass and eloquent speeches just as well as he can throw a devastating punch. He’s good at what he knows, and what he knows is kicking ass and serving the Enclave

Frank Horrigan is possibly my favourite boss in all of video game history and I'd do anything to play fallout 2. I have the frank Horrigan mod on fallout 4 and he is my companion. I swear, being friends with the behemoth in power armour is safer than safe. especially in the wasteland.
