If you played Jak 3 to the end, it makes a little more sense. Baron Praxis and Count Veger (I assume) knew that Jak was special so they decided to experiment on him with the dark eco to make a "shadow weapon" which was why Errol said "We've been waiting for you" in the beginning.
@@PrincessTwilightdash and one of the only people to survive and remain uncorrupted by Dark Eco, unlike Gol. Gol would have been terrified to see the power Jak possessed after the "Dark Warrior" program.
In the missions that played that music, they were difficult places, full of Metal Heads, dark, gloomy places and the best scenario to activate the Dark Jak.
Was just a place holder, like how a Ratchet and Clank 2 ost was in Ratchet and Clank TOD at the early stage of the game, if you watch a video from the game at some E3 or something you can hear it.

He resisted the troops and was going to be arrested for questioning, but he tried to protect the kid, so...yeah. And then after a little fight, he goes full-on Dark Jak ,whoops some ass in them and they just scram :P Good times..
(SPOILERS) (spoilers) Praxis and Errol knew that the son of Damus (Jak) would return to the future. They also knew that Jak was special when it came to eco. They surmised they could create a dark eco monster by warping Jak with Dark Eco thanks to his "pure gift". So, as soon as Jak arrived in Haven City, he was arrested. Also I am sure you or I would be arrested immediately if I came out of a beam of light in the sky, but that's not nearly as fun :P (spoilers) (SPOILERS)

i had always assumed they were spying on onin and got intel he'd be coming.
it makes sense jak entered in eco ancient powers (the yellow,red,blue,and light eco in jak 1) and is an ancient creature
