Do you have to cut the down pipe off in order to disconnect it from the rest of the exhaust system or you can just un-do the clamp?

No cutting required just undo the bolts and wiggle the downpipes out of the exhaust

You could cut the bracket from the down pipe or easily unbolt the bracket from the car
