- Explanation of rankings:
10.) Both Pakku & Jeong Jeong have proven thesmelves to be quite the fighters, being part of White Lotus, they have shown high proffiency in their usage of elemental bending.
9.) Both Zuko & Katara have something unique about their Elemental Bending which exceeds Jeong Jeong & Pakku's.. Zuko learned the Fire of the Dancing Dragon, while Katara learned how to Blood Bend.. Naturally, it's unfair to include Bloodbending for Katara since she can only do it at night & promised to herself she would never use it in battle, but it is a clear testament to her Water bending capability. This fact along with her many feats throughout the series puts her ahead of old Pakku, Jeong Jeong, and on par with Prince Zuko.
8.) Toph is extremely profficient in Earth & Metal bending, in many ways a high fighter, tough. She can sense attacks via ground coming as well. It's been clearly portrayed she is ahead of everyone of team Avatar except Aang himself.
7.) Bumi has shown himself to be extremely powerful in Earth bending, able to bend with merely his face, and toying around with Aang in their fight. But most especially the capability and destructive capacity he displayed during the Eclipse when he casually took back Omashu is what makes me think his Earth bending is greater than Toph's. This along with his insane battle experience puts him ahead of young Toph of ATLA.
6.) Azula is an incredibly strong Fire fighter, easily stronger than most, using blue Fire. She knows Lightning too. She is also a very agile fighter, and was always steps ahead of Zuko, she is a prodigy among prodigies. She is also usually very smart and clever, which comes out handy in battle. I think there's no relevant Fire benders except for Iroh & Ozai that possess higher profiency.
5.) Iroh was initially chosen to fight Ozai, leader of The White Lotus. A master of Fire & Lightning, tons of experience & overall a great fighter.
4.) Ozai the Fire Lord was easily taking Aang, who was desperately using all Elements to protect himself down, easily forcing him to resort to Avatar State at his top. He is one of the best Fire benders in the series.. Also knowing Lightning. Though one could argue Iroh is stronger since he not only knows Lightning himself, he also knows how to counter it. This is however assuming Ozai would try lightning against Iroh, since I do believe Ozai is better than Iroh when it comes to sheer fire bending, though not by that much.
3.) Kyoshi is a strong Avatar who took down the Tyrant of the Earth Kingdom easily, being an immense wind & earth user, easily manipulating tectonic plates.
2.) Roku when full realized as Avatar, mastered all Elements, also obtaining Avatar State, easily taking down a Fire Lord (Sozin)...
1.) Aang at the age of twelve practically mastered everything Roku has already, defeating Ozai at his top increased power by the Comet, showing capability of new diverse techniques, and also obtaining energy bending..
You realize that 1,2, and 3 don't count since there the same reincarnation right? The Avatar is obviously always going to be the strongest
It was said the newest Avatar inherits the power of the previous ones (During his/her Avatar State), therefore making him/her stronger at that point.

Kyoshi, Roku and Aang are different people, this was clearly signified in the series. Sure, they're the follow-up Avatars, but as a person, they're separate. And they were the 3 main Avatars.

they were only the main 3 cause they were the most recent, were not gunna hear about the avatar in the middle of the cycle. But if your making a top 10 list for strongest characters including the avatar more than once is just not fair
All the other Avatars were barely relevant if not even properly introduced to the series. These 3 however, whatever reason you give for the fact, were depicted more as big and relevant characters. They are top tier, yes, and close to power, yes, but they deserve to be ranked in such a list. They're different people, different Avatars.
Iroh beats them all.

Watch attentively how he took back the city of Omashu. Astoundingly great earth-bending is displayed, that which even transcends the lengths of power Toph has shown.
We don't know for sure that Toph couldn't do that.
That doesn't mean much to me. I go off what is shown by both, I don't hold speculation into account.

Valerie Vergara only works during the full moon and katara doesn't want to use it anyway . I think Azula with her full mental capacity would beat katara but only if she wasn't able to bloodbend !
In my opinion:
10 - Master Pakku (he was the Best waterbender in the north water tribe)
9 - Master Jeong Jeong (He totaly pwned fire nation war machines TWICE)
8 - Hama (bloodbend, nuff said)
7 - Zuko (he was very week but by the end of the show he was unstopable!)
6 - Katara (I belive she was the best waterbender in the world, and if she used bloodbend more often she could be n1)
5 - Toph (Im positive she was the best earthbender ever lived until that time at least she was the first metalbender)
4 - Aang (I am not counting it in avatar state because any avatar in avatar state wins by far only in is normal state he ranks 4)
3 - Ozai (he pwned Aang even with Aang bending all the elements... Of course there was the comet stuff, but still...)
2 - Azula (She has Blue flames, BLUE FLAMES! That means her fire is way more powerfull than anyone else even in LOK noone else doest it AND she totaly Pwned all team Avatar several times...)
1 - General Iroh (This guy just... Just... He destroyed Ba Seng Se's wall in 1 hit, 1 hit!!! He is super smart, quick he cand make lightning and redirect it, he is the only one who can face azula 1x1 and win... Most of the times...)

My list (with no full moons,comets blah blah etc.) Including intelligence all that
1) Aang (obviously, he's the avatar)
2) Azula (she nearly killed Aang and Zuko and Katara had to work to together to defeat her + she was going insane)
3) Iroh (lightning)
4)Zuko (has improved so much and can redirect lightning)
5)Toph (invented metalbending at 12 and is just badass)
6) Bumi (very powerful and strong)
7)Katara (bloodbending, healing, experienced waterbender etc.)
8)Ty Lee (again I think people underestimate her, she can take out buff guys with Chi blocking)
9)Suki (I think people underestimate her during The Boiling Rock pt.2 she got past all the guards and captured the warden)
10)Sokka (Intelligence)

Katara beat Azula alone without any help in Ba Sing See.
I don't know but let us remember when Azula almost singlehandedly beat Katara and Zuko. Also, Azula was able to shield herself from a combination of attacks from Aang, Katara, Zuko, Sokka, and Toph. I still think Azula is among the strongest characters in the Avatar series.
According to you mate sokka is stronger than Ozai, Jeiong Jeong, master Paku and also his master, master piandao

For me strongest characters of the series (TLA)
Any Avatar in the Avatar state should hold the title of most powerful character in the series, hell Aang was running from Ozai their entire fight but upon entering the avatar he instantly overwhelmed him and forced him to runaway the entire time.
1. I'd say Roku or Kyoshi
2. Ozai (Iroh himself doubted that he could beat him)
3. Iroh (Best showing of any firebender of the series)
4. Aang
5. Bumi (Reclaimed an entire city by himself in less than a minute, doesn't need to be in contact with the Earth to bend it and can be while barely moving).
6. Pakku/Jeong Jeong (Although I think Pakku would win in an actual fight)
7. Zuko (Improved *immensely* from the original masters and pretty much had Azula beat and notice in their fight he really didn't move from the spot he was in the entire time until he shielded Katara from her lightning)
8. Azula
9. Toph & Katara (I think normally Toph is the stronger of the two but under a full moon I'd give it to Katara)
10. Hama
if you say under a full moon katara then any firebender under a comet is stronger then any other human.
Azula throughout the entire series was stronger than zuko in everyway. Just in the end because of the feelings she had of her mom, made her slip. Like i dont know fi you could but Azula below Zuko. Shes a beast.
TheMighty WonderBread I put Zuko above Azula because true throughout Book 2 every time we saw Azula and Zuko fight she easily beat him or dominated him in every bout. But after Zuko learned the true meaning of firebending from the Ran & Shaw he was able to keep up with her and give her a good fight. In their last fight he was doing well while barely moving from the spot he was in.

Yes, base Aang ran away from Ozai but you musn't disregard the fact Ozai was exceptionally powerful at the time, it wasn't under normal circumstances. Plus, Aang could have killed Ozai the moment he decided to assault him with Lightning but due to his pacifistic nature he didn't.
Iroh should have come before Azula
Iroh is stronger than Azula. It's unquestionable.

What about Hama from The Puppetmaster, she was one of the final waterbenders of the southern tribe, learned how to bend water out of thin air and plants, survived as a waterbender in a hot enemy terrain, created bloodbending which was the whole issue of LOK book 1 and also her story is super badass

abhi sharma I think he'd find a way against lightning. Like heaps of earth walls, or tunneling through the ground. Or just taking him out while he's charging the lightning. Although you do make a good point there. Lightning would definitely be troublesome for Bumi.

Zuko himself admitted that he could only fight Azula on par because there was back then something off about her, which was emotional interference. When they had clashed before in the Air Temple, Zuko would have died if he had not been saved by Appa, while Azula saved herself from the edventual fall.
I think Kyoshi has the edge over Roku. Kyoshi demonstrated the ability to manipulate plate tectonics while in the avatar state, whereas Roku could barely keep a lava flow in check even with the avatar state, and he was unable to defend himself from a pyroclastic flow at all. The Fire Nation avatar prior to Roku also demonstrated mastery over plate tectonics, able to cause a triple-vented volcano to erupt and able to control the subsequent lava flow while in the avatar state. So while Roku's powers were the most prominently displayed out of any of the past avatars, and we did see the full range of his abilities, they still did not appear to meet the standard set by Kyoshi when she defeated Chin the Conqueror during her singular flashback story. Roku is not the most powerful of the past avatars. From what we have seen so far, Kyoshi claims that title. Even Wan didn't demonstrate as much power as more recent avatars.
That's a silly premise. If I release a bird off of a house and it falls to its death, does that mean it cannot fly? No. We didn't see Aang or Roku creating fissures in the ground with magma coming up but that doesn't at all mean that Roku and Aang couldn't or that Roku was less strong than any of the past avatars. No we didn't see the full extent of Roku or Kyoshi's power.
How can you even think Avatar Roku couldn't have done what Kyoshi did to Chin and separate an island. For all we know Kyoshi would've had the same problems with an entire volcano that Roku had.
If all of the PAST Avatars powers are focused through the present when that avatar is in the Avatar State, obviously Roku is going to at least have the same strength as Kyoshi and possibly even more. Avatar fans are so fanship and character driven. Fans only seem to give acclaim to their favorites. They never really seem to use a good logical basis.
plus roku was super old there, kiyoshi moved plate tectonics in her prime.
Ardashes Najarian Actually, Kyoshi lived for 230 years, claiming the record for being the oldest Avatar and human simultaneously. That means she was 42 when she beat Chin the Conqueror, creating the island. Living 230 years means that everything in your life is moved up - her prime could have been when she was 120 years old, who knows?
AtarahDerek Not to be annoying by reviving a 5 month old comment, but all Avatars had the same strength, however with each reincarnation, their knowledge about how to bend the elements was increased. Roku, when 'battling' the volcano (which, I hope you know, was so strong it affected the Fire Nation, 100 miles away. Even Firelord Sozin agreed that this was one of the worst Volcano eruption, if not the worst, ever to erupt), was at the end of lifetime. The world was in a state of peace, and Roku had started to rest at the end of his time. It took the combined efforts of a Firelord who initiated a 100 year war and an Avatar to _control the flow up to a certain extent_, not even able to control it. Mind you there were 2 or 3 volcanos erupting at the same time, each on the same scale if not higher.
I still have to meet those kind of guys.... He even wanted to be locked up in prison because he was afraid he would be going crazy by his emotional conditions, and he was going paranoid having it more of a hard time than Light. He even throughout the entire manga was worrying about Light being Kira deeply in his thoughts...

I dont understand why katara should be a better bender then jong jong. Jong Jong was one of the most powerful firebenders. Fire beats Water. You need Water for Waterbending but for fire bending you only need the sun. Without a big sea or a river or a lacke you cant fight well as waterbender.
He fought on par with an unstable Azula who was going mental and didnt have her head right. Although she had the extreme power, she was using them all wrong, not efficiently or profficiently, the fact that Zuko had admitted if she was stable as shown before, that he wouldnt have won, and both Katara & Zuko would be needed to defeat her is quite something..
bumi (7th) is not stronger than toph. it specifies many times in both the last airbender as well as legend of korra, that toph is the strongest earth bender; bending earth, sand (strengthening and softening it as well), mud, and of course her discovery of metal bending. in legend of korra, she is able to feel everything that happens around the world with her advanced senses and her mastery of the traditional earth bending (from badger-moles that feel vibrations in the earth). This not only surpasses bumi's skills, but every other earth bender there is. :]

She never did. Infact the only time they had ever clashed or had a battling confrontation, Iroh won easily not even trying to kill her but rather defend Zuko. Remember when she tried to struck Zuko with Lightening?
He dashed forward, grabbed her hand & reflected the Lightening away & kicked her off the ship quickly before she could even react. His overall hype & achievements added to his might & battle experience gives him the edge to me.
Even both Zuko & Katara had admitted that they only together could face Azula if she was calm & not emotionally disturbed. Jeong Jeong is not a match.. Bumi is, but still doesnt have the neccesairy techniques of Earth to deal with her, + Lightening would be of great danger to him

There are a few things wrong with this list.
1.) Pakku/Jeong Jeong.
First.. they should be listed as separate candidates. By your logic with Spencer West, you argue that the Avatar(s) is/are separate people and therefore claim the top three spots, then why take these two very different persons who are only connected through the White Lotus. It cheapens their characters.
2.) Zuko/Katara.
They at this age are still learning and trying to master their element. You have placed the master benders (Pakku, Jeong Jeong) underneath them when they are clearly stronger. Pakku defeats Katara in Book 1. Jeong Jeong is the FIRST firebender who was a major part of the Fire Nation Military who defected and survived.
3)Azula/ Bumi. IN NO WAY IS THAT POSSIBLE! BUMI ACTUALLY EARTH BENDED HIS ENTIRE FUCKING CITY. AZULA HAS NO WHERE NEAR THE CAPABILITY TO TAKE DOWN THIS FUCKING EARTH BENDING MONSTER!
I think that if you were to give a tie to anyone.. give it to Iroh and Ozai.. thay are the strongest fire benders with a slight edge towards Iroh due to his study with the dragons.

4. Bumi (One of the strongest earthbenders alive)

8. Gyatso (assuming & to have an air bender on the list)
9. Ghazan (not sure, but he bend fucking lava)
10. Master Piandao (can't bend but seems to be very strong with his sword)

Well I did some research and I have found some candidates possibly worthy of 5th spot. Light's dad is not too shabby, he allowed his personal feelings interrupt with his investigating which led to dramatic out of hand impulses. Mikumi Tero is smart, he did almost anything correctly for Light without Light having to instruct him he could pick up on his signs & act efficiently on it. His only mistake was disobeying one small thing of Kira which turned out to be fatal. 1/2
I don't think Ozai should be as high. We have only seen him bend three times, the first time was against a 13 year old boy, the second was lightning against zuko which zuko redirected and the third was with the help of the comet. I think Iroh and Azula (if she wasn't crazy) could beat Ozai. Ozai was out of shape.
ScrapperTBP the only reason ozai lost to zuko because he never thought it was possible to redirect lightning and only reason azula survived against uko as because ozai told her about the redirection of lightning
I wasn't going to comment but I see that the majority of you are lost. Iroh was stronger then Ozai without a doubt. How are you able to measure roku's power against aangs? Please tell me how you figured out that Aang is stronger than Roku? Also Azula was stronger than Ozai.. the only reason she lost to zuko was because of her depression and unstable mental state at that time she was the top best firebenders in the world right next to iroh. Iroh should be second as I am sure he could kill Aang with all his experience in spiritual and all bending techniques.
doubt azula is stronger than ozai did you not see the flames he put out fighting aang. yeah azulas flames are extremely hot but the output and pure power wasnt up there with ozai

Yes I do too. I have the exact same list as you, yet the writer officially ranked Near on intelligence higher than both L & Kira. Yet what's even more confusing, is that on that same special chapter, below the pie chart in a description for Near it states that: ''Near is the closest to come to L's level''
Yet above that in the pie chart he is ranked higher on intelligence.. Which one should I take in prior consideration? Manga or the chart ?

To think that, while Iroh had great knowkledge on Lightening, and even teached a not so bright bender how to redirect it from the likes of Ozai..
I put Bumi, Jeong Jeong and Pakku on same level, because I never decided who's stronger, we saw all of them fighting and I can agree that Bumi is a bit stronger, but for me there is no matter. In Avatar they was shown as 3 master benders, which everyone give them same respect.
From what I've seen in the comments, everyone is seriously underrating Azula she is the most talented firebender in the series, she is the only character with Blue fire and she bested Zuko and even Iroh on a number of occasions not to mention almost killed Aang in his avater state
People here is missing the point! Toph was the first metal bender, katara beats Hama at Blood bending, combustion man do fire with his mind and iroh beats without too many effort azula twice

Yeahh good to see you lot too man, discussing power scaling is always good with you lot.
I also think that there is no matter to put Kyoshi, Roku, Kuruk on different levels, as Avatar they are different persons, but they powers are equal, maybe it's a difference of one technique.

Very possible that Azula > Ozai, too. Not in raw power (except her fire, which is hotter than normal fire), but Ozai easily fired lightning at Zuko...however, even at that range, it wasn't fast enough for Zuko to not be able to redirect it. Also, Ozai was completely weak, limp and pathetic without his bending, while Azula wasn't scratched in a battle against Aang ang Toph (Toph being the strongest earthbender and Aang being the avatar, they would've crushed anyone that isn't a master avatar) while in a place full of metal, meaning Toph was at her prime there, especially since it was underground.
Also, Ozai has shown no sign of intelligence, while either Azula or Iroh are the smartest A:TLA character.
Overall, I'd put it Azula/Iroh > Ozai. Maybe even Zuzu ahead of Ozai, but that's less likely.
As for Azula vs Iroh....I have absolutely no idea...she did take him down pretty easily when she was cornered, but he wasn't paying attention..that wasn't his best move. For that alone, I'd say Azula has a higher chance of being stronger.
We don't know how strong Kyoshi's opponent was.

Katara/Zuko/Toph should be a 3-way-tie.

same thing can be said abt zuko. his mother vanished, his own burned and banished him. maybe thats why he was losing his fights in s2.. you can clearly see the differnce in hs fighting style in s2 premier and s3 finale. he was more calm.

Also looking at portrayal of the writer, Aang has shown to be one of the view unique in the entire series. He was the one choosen to lead the entire World to a new kind, what all previous Avatars including Roku had failed to do, as a kid he led the World to a revolution, hence how he also gained a new power which along with Avatar State can easily be performed, Energy bending.. At all sides Aang is superior than Roku

iroh should be in the top 3. He even knew he could beat ozai but thought that brother against brother would not be the way to end things.
I know lot's of people who also thinks that Katara and Zuko are equal, but in 3 season Katara learn how to get water from all sources, she also learn to bloodbend and heal which is really big supply of skills, she's also smart. I like Zuko but he never impress me in some way(which i thank to Bryke), he can fight with swords and he's firebending is good, but in my opinion Katara would win with him in few minutes.
Yes that's true, yet blood bending is very situational, as it requires Moon Light. Zuko is one of the few to have mastered Fire of the Dancing Dragon & has had teachings of masters such as Iroh & Ozai. He could fight on par with Azula despite her being off, and has shown to be a calm & efficient fighter. Even by daylight his ability get's even more increased, along with Dancing Dragon skills that is huge. So if they fight under daylight> Zuko , if under moonlight > Katara
Iroh is strong, yet he has shown nothing even during the Comet to come close to Ozai's measure of power. He had to charge up a pretty long time to only break a huge wall with a big flame, yet Ozai continuously effortlessly spit out gigantic flames out sizing that flame of Iroh, destroying big parts of forests. If we look at their power showings in Fire, Ozai was clearly superior during the Comet in it, more than Iroh was.
I think all elements are equal.

Each of them is good.
The best, depends on the person it self. Not the element.
Of course, the quality of the elemental bending is dependent on the users skill. I obviously took this into consideration.

6.) Yes he mastered all Elements during his ´´Prime´´. Aang did already when he was 12, and the superior Avatar State does matter. Second of all, Aangs achievements with his power exceed Rokus by far.
I dont care what random people on Google have to say? Ive been here long enough to realize that most of the people in the community are not knowkledged, and let their personal preferences cloud them. Even I did that for a very long time.
I never even said Zuko is amazing, but it is unarguable that he is a highly skilled fighter, having experienced multiple training & along with Katara, could only by beaten by Top 5 Characters.

Ozai shouldn't even be on this list. Sure he was able to push Aang, but that was due to the comet, something that ANY firebender had access to. If Aang had his pacifism removed, he would've kill Ozai with his own lightning.
Also remember that Ozai hid like a coward during the Solar Eclipse.
Nothing Ozai did made me believe that he was indeed powerful in any way, shape or form.
(But on the plus side, at least he was voice by Mark Hamill so that counts for something)
Korra commenced vaatu in a kind of sphere into a tree to stop but could not unalaq he hit her with water as aang was in her place, he dodged that water because he can feel like toph if someone is going to attack and therefore should actually aang 1st or 2th stand
He matched her due to taking advantage of the field, yet almost fell off the cliff , having MoMo saved her.
The Dai Li didnt assist her..
In addition, Roku above Aang? It took him to be at his level many years, while Aang had mastered at the age of 12 all the Elements & has a superior Avatar State. Can Roku bend energy? Lets also look at the fact how Aang led to the revolution, his achievements exceed Roku.. Roku couldnt carefully stop an errupting Volcano, while Aang led the World to a new kind facing all kind of ultimate dangers, he even faced Ozai during the Comet....
I know that all previous can do it, but none of them are equally strong in them. Aang is the only one having Energy bending gained & is the only one who has shown to be able to use all Elements combined in variations of attacks, only as a kid.

I am not saying he needed it, but we do know that he only defeated him so quickly by doing so. He first pushed Sozin back, and then when entering Avatar State he hung him up. But this was when Sozin was at average power, I doubt Roku by simply those moves could have done the same flaessly if he had the Comet giving him legendary power.
And by any means Avatar State Aang has shown the superior techniques and collab combinations, so in a rough fight, he would be able to atleast touch Roku..
Well I'm happy that there are some of fans who respect opinion of others, so let's start.
Ozai is on really big level, but as I saw in last 4 episodes Iroh was strong as well, with one shot he broke Ba Sing Se wall, he's not only strong as bender, but also physically and he's smart, but the most important in my opinion was that he can manipulate lightning.
Excluding the previous avatars, with only aang being the exception, i'd say its,

Personal my favourite characters in the show were bumi, iroh, toph, zuko, avatar kyoshi and aang.
I agree for the most part. However, I'm not totally certain on where I'd put Iroh in relation to Ozai. In a regular battle, I'd think Ozai might have the edge for mobility, but he wouldn't be able to utilize lightning without risking redirection (which three people in the show can do). Shoot, Zuko could've had him at one point... I'd put Iroh over Ozai for that reason, but not by much.
That is certainly understandable reasoning. Ozai is arrogant which may lead to be fatal against the likes of Iroh. My criteria for this list revolved around "Each character fights perfectly appropriate against the other, no flat-out openings - as that would make ranking a lot more difficult and the list would turn out bad.. Ozai & Iroh is debatable, I just went off portrayal. Ozai seemed to be stronger..
iroh must be stronger than ozai he one shotted the ba sin sei walls which is inbreakable !!
i can respect you opinions, but i think that toph would be stronger than bumi hands down. i mean, shes a lie detector. thats crazy awesome. and she invented, INVENTED metal bending. she also learned earth bending from its original source, which bumi did not. the only reason aang beat her that one time is because she was unprepared. bumi on the othor hand knew exactly what to expect, and exactly what he was up against. if it was a bumi toph show down, toph would blow bumi sky high. i mean, you saw in his fight against aang that he likes to strike first. toph would definantly use that to her advantage, and knock him out. i mean she beat the boulder, one of the best in like... what? five seconds? and then all of the earthbenders combined without any help whatsoever. im sorry, but bumi is no match.

We just saw more Ozai's fight with Aang than Iroh. I think that he shows really badass bending, with fire cause with only few breath to feel the comet he destroy Ba Sing Se wall which whole army couldn't before. Iroh can also control Lightening and he can redirect it without any damage, like when he just grab Azula's fingers and do it without efford. As I say before we saw Ozai's fight 4 episodes and Iroh just 2 minutes.
On the last chapter of Death Note, the writer of the manga gives a stat-book for almost everything about all characters. It start's off giving for all characters except for the Death Gods, including L & Light & Near, their intelligence level plus other level's in specific things such as social life or motivation with a pie chart. In that pie chart Near is ranked higher on intelligence than both Light & L. Have you seen that?! I'm mindfucked by it, look it up at mangareader

I am measuring their strenghts by their exact proffiency in their Elemental bending, and their achievements along with it.
1.) They are based on what we know & have seen using logical structured mindset...
2.) So what? Its still her ability, and we are not letting personality interfere.. By this logic we could not compare Aang in death battle because he refuses to kill his opponents.... lol
3.) Bumi is debatable. What has Jeong done to be above Azula? Better yet how is his Fire even superior?

I advice you to review Aangs fight with Ozai. Aang performed only at the age of 12 things which Roku had never & could never perform even as a full realized Avatar. Aang could controll all Elements in his AVatar perfectly in a specific form wielding them all simultanouesly, yet not only that, he could also combine the elements for specific variations of attacks quickly without having to use his hands or feet to obtain the Elements, he literally absorbs them around himself. 1/2
With that power he has shown to be superior in Avatar State than any form of Roku. If we now look at acclompishments, Aang is also by far superior. As a kid Aang was already a Legend, he defeated a Fire Lord during the Comet.. During the Comet he had legendary power, yet was easily beaten by Aang in Avatar State. If we look at Roku,by help of his AvatarState he defeated Sozin while not during the Comet,and he died trying to stop a volcano.His achievements as a full Avatar lack to Aang as kid 2/3

Dodge Jeongs flames? She had faced Zuko who was using the true Fire bending of the Dragons effortlessly & clashing it with her own fire, she has shown to have high extreme speed along with using attacks. Jeong is gonna blitz her with Walls? The Earth attacks of Bumi can vaporized or avoided, Azula has shown high agility on her own, not mentioning along with her Flames to counter.
Actually it's not about bloodbending, because Katara mastered water in all ways, she can heal and change form and look of water, she can take it from all sides, she can make an armor, she can change it into ice or fog. Zuko had great masters, but he never got talent to bend like his sister, just look at his Agni Kai with Zhao, at the end he just get power up. He was fighting well with Azula, but even than she win with him. Taking power from Dragon source doesn't make you stronger - look Sozin.
Only thing I isn't like about this series. When did Katara master waterbending? She was teaching Aang how to bend after the trip to the North Pole, bt wasn't aang training with the Pakku guy too
+King Savage97 I know this is old but you should remember that Pakku didn't actually teach Aang because he wouldn't pay atenttion, he was mostly teached by Katara and we have a lot of reasons to why he paid atenttion to her and not Pakku. About Katara mastering waterbending, yes, at the end of the series she was a master, she learned every waterbending movement and executed them perfectly, thus making her a master. She was even called the best waterbender in the world for fks sake
No what you we're saying is that the author ''tried'' to put Near on his level, while he gave all fair credit to others by his own admission. So now it's about imitation ? He was L's successor... It doesn't matter if it would be Near, Mello, or any other random character, they are supposed to follow L's path and give the image of a new kind of L. It was the author's idea separate from Near's individual personality,so you would be shoveling the entire storyline structure on judgement against Near

Ozai was supposed to be the greatest firebender in the world during his reign.
Well we have to look at their exact power levels. Bumi can counter almost any of their attacks with his massive Earth bending... Jeong Jeong's achievements are very low & definitely comprisable. He couldn't take out Zhao & his subordinates, only being able to held them off for a short time. I highly doubt Bumi wouldn't be able to take care of that group.
Pakku has always been together with the other members of Lotus, a bender, his achievements are vague & hasn't shown any superior power
Yeah. He stated he could break out whenever he wished too, I think I believe him. I wonder if he would be able to take on the Fire Nation's troops and generals backed up by the Dai Li... He most likely would have to face immediately Azula & Ty Lee & Mai on top tho...
Of course he would be able to if he wished to. I don't see what gives Toph the privilege to only be able to. She's not as good with Earth as he is...
And did you intentionally not count the other Avatar; Roku & Kyoshi, in ?

Personally i think that if you are going to have the avatars Roku and Kyoshi you should have all the past avatars. There for no one else is on the list because avatars can control all the elements. So because of that i think that the list should only contain live characters also if Aang is included (and he should be) then the question has to be asked does he have all 4 elements, the avatar state, and energy bending at his disposal.
Also I think some very powerful people are missing Hama for instance and it should be defined what kind of strength is meant cause Hakoda is a very strong character also. I assume bending but still a case could be made for Mai Ty Lee and others, and if characters are the only limitation to get into consideration what about Habi and Ko.
Another thing Zuko and Katara are not a tie Katara wins because of the bloodbending. Also like i said before there are many different kinds of strength so i think Iroh about Ozai.
Ok so after all this a list of my own is probably wanted so ok here it goes.
ok so specifications humans only no sprits or animals (sorry to the Dragons Appa and Nyla). and are alive when the story takes place. sorry but Aang will only have the knowlage of air bending.

this is just somethings to think about and not meant to be offensive and this list is just a personal feeling of one of the many senarios in avatar.
Don't forget Katara is a bloodbending and zuzu is a boss,seriously ! (Book2 episode 7 zuko vs earthbenders / book 3 zuko vs azula at the end / book 1 zuko vs zhao/ at the black sun,when he redirect ozaï's lighting and lot of other examples !(Sorry for my bad english) So I think zuko & katara are better than 9 in a top 10..
*And I forgot, zuzu is also a boss when he fight with his swords
