I recently rewatched Toys for the first time since my childhood. I had completely forgotten about this scene and I was in awe watching it anew. A brilliant mix of physical acting, comedic timing, and surrealism. It truly stands alone.
If you look at it metaphorically they are distracted by pointless things as their world gets smaller. Only once it's over with and can't be undone do they care about what happened.

Many of Robin Williams' radio monologs in "Good Morning, Vietnam" were improvised. Barry Levinson did the right thing and just let him rip. The end result remains the stuff of comedic Hollywood legend.

Total loss! this whole surreal anti-war, gentle but freakishly funny humor was so Robin Williams, RIP - and LLCool J and Joan Kusack and others all played it straight but it came out so wicked funny - one of his best, I think, but strangely lost for now. How do I request this film to be brought back, on Netflix etc??
No, they had to because it's a major plot point in the movie. It was shrinking because it's a wacky room that does that, it was shrinking because his uncle was making more room to design war toys .
