I always been on the lookout for good oblivion overhaul. No matter how good Skyrim is in many ways, it will never win against oblivion in terms of quests. The quest is all that matters.

If you have Oblivion Reloaded Combined, you shouldn't need the Enhanced Water mod because ORC will dramatically change the water. Me personally, I love the shoreline shaders and how they transition from transparent to opaque. Try using ORC without any water mods.
The Oblivion equivalent of Skyrim’s True 360 Movement mod is indeed NorthernUI. This mod provides a comprehensive UI overhaul for Oblivion, giving it a sleek, modern look similar to Skyrim’s interface. It also includes native Xbox controller support and several small engine fixes.

Watching your video, I see lighting bugs and the grass crawling around on the ground, both probably caused by mods.

I personally love the morrowind like fog mod, because the LOD sucks regardless, and LODGEN just gives performance a beating
