No, it is 4th tone (去声)
it's just to save time. I know I personally say ní hào (with like a glottal stop to differentiate from hà)
when there's 2 third tones (nǐ hǎo)next to each other, the first one becomes a second tone (ní hǎo)! It's also to make it easier to pronounce

You don’t have to pinch your nose, 臭(chòu) with the forth tone means stinky
You pinch. Speaking from a native Cantonese and Hainaneese speaker.
