I have a question, is there a way in which we could link that wiggle code at 2:30 to a kind of slider control so that it may be possible to animate the "wiggling" turning off and on as we desire?

I think he just added the flickering technique from the centered "design" to the Title Repeat composition.

There's a transparent button under your composition, but above the timeline. Hover over those icons until you find it.
