There's a good chance you communicate via a server if you communicate at all. That the server is in the cloud is like... Usual as well. And yes the server is owned by a private entity. The confusion is because the woman asking the questions had no idea how JIRA works. He never communicated directly with the government using JIRA because the government didn’t have accounts in Twitter’s JIRA. JIRA served as the ticket tracking system when someone from the government emailed Twitter support or whatever Twitter team fielded the requests.

Twitter was protected when they were a everyday company on the stock exchange. They could censor anyone they want. @@Coderdawg I'm not sure but it sounds like point of all this is to determine if the twitter employees violated the 1st Amendment through their alleged cooperation with government agent/agencies to remove information that was relevant to the, at the time, upcoming election. Also, I think that might be a big no no. Rep. Luna sure seems to think so. I do know that government controlled accounts have been ruled to be, at least in part, public forums. So parts of twitter are definitely considered public but I'm not sure if that has any real relevance here, just saying it's not entirely private. I just started to pay attention so I'm still learning, might be completely wrong.

@@509Trucker I use JIRA every day where I work. Roth was confused because what she was accusing him of isn't how JIRA works. You can't "communicate" with people outside your organization (hence the "private cloud server"), it is only for tracking tickets. When people on the Biden team requested things get taken down, a person obviously logged them in JIRA for someone else at the company to work on, which we already knew was happening from the Twitter files. You couldn't actually read what was on her graphics so it was hard to understand exactly what she was accusing him of, but she just doesn't understand how the process works and was asking the wrong questions.
