After several hours and attempts to fix my mower your video gave me the answer. The spring on the little back plastic piece was not positioned correctly causing the metal flap to continuously open and close. Thanks for your time!

At 0:07 what is the red thing with a line on it at the bottom of the screen? It can be turned to be opposite the length of the hose or it can be turned to run with the length of the hose. What’s it’s purpose and how do I use it? Hope that makes sense!

Fuel shut off valve. One way will stop fuel and one way allows it to flow.
