Should the clearcoat be shiny as soon as you apply the third coat? I cannot get a good shine on mine no matter how much I machine polish or wax - any thoughts on why?
In the case you've described you'll need to area smooth with 800-1000 grit, prime it if it's down to bare metal (rust indicating that it is), then proceed with color and clear.
Is the rolled tape technique only for the clearcoat? Or also done for the color coating? (Only the clearcoating was shown in this video, but seems to me a hard line might occur during the color coating as well...
The Clearcoat is what's really key. The film build of the actual color, especially black like on the Toyota which covers so well, is not nearly as thick as the film build of Clearcoat. But for sure you can use the same rolled tape method with color, it won't hurt a thing. It's just the Clear where you'll see the real advantage.

I have a 2018 tacoma with some trail scratches and bought this touch up package. Can i just prepare and paint the lower area where the scratches are and not repaint the complete bumper? Thank you your video is helpful

How do you do a spot where the paint has totally peeled off and there are a few small spots of rust? Thank you for your video.

Since you are painting on plastic, do you need an Adhesion Promoter step or is the Primer going to stick well enough?
You can use an adhesion promotor, but it's not required if you use the Primer.
