I think it was more of an approval, about the young Marshall doing the right thing By stopping the perp from getting that kidney Buster, and taking out half the crew.
2:19 When a deputy marshal, or any law enforcement officer, tells you to stay away from something, in this case a crib, you stay away from it. While this movie was good it was nowhere as good as The Fugitive. What would have made it better was Girard and crew chasing down a legit criminal and not another innocent man. I will say that Robert Downey Jr did a pretty good job in this film. Not as good as Tony Stark but he was on his way.

Tommy Lee Jones in a chicken suit. Epic
I was in tears when he pulled out his Glock and cocked it while still in the suit when I first saw this
At the famous gerard angle too. He held it like that after the famous I don't care exchange.

He kinda made that same face when Dr. Nichols asked him if he was getting desperate in "The Fugitive"
I nearly fell down laughing when he threw Cosmo through the couch and tried to chokeslam Biggs
