Sex offenses are committed by people the victim knows -family, friends, neighbors, not those on the registry. But people cannot make that transition from what is considered a normal sex llfe or interest and what we call boogymen or monsters. If you look at the list of crimes above, you will recognized that you had sex in high school, you went skinny dipping, you opened the wrong web site, you urinated on a hike, that you mistakingly looked at an illegal picture on the web. Does the sin in your life justify destroying you for the rest of your life?” Wouildn't we all be in jail if it did, especially if you add reckless driving or DUI? The John Walsh Act wreaked havoc on our sex laws and policies; in my opinion it violates the rights and privacy of Americans, and its claims are not supported by facts or academia. It violates the Constitution and its assurances of our inalienable right to life, liberty, and the pursuit of happiness. It violates the Bill of Rights against cruel and unusual punishment, after punishment has already been successfully finished. And academia does not validate the need for this curtailment of life for former offenders. The law was pushed through Congress by unscrupulous agents while many Congressmen were missing and without much debate, despite several that registered their reservations. 1) By definition, sex offenders are Americans that made a mistake, been punished in jail, completed a treatment program and parole supervision, and are now trying to start life again (non-citizens are deported). They are known to authorities and are easily identified in a re-offense. 2) Sex offenders must endure their shame and stereotype as monsters, boogeymen, subhuman, pedophiles (a clinical not legal term) which make their transition back into the community nearly impossible. 3) Persons that commit new sex crimes are usually not yet caught; they are family, friends, neighbors, and strangers that have not been yet been identified and are not on the sex registry. 4) Despite the sex offender’s stereotype, they seldom re-offend. A mega-analysis of 21 studies on recidivism found that sex offenders are least likely to reoffend, just above murderers. 5) With their release from jail, all their education and experience is gone by the wayside and typically, they cannot find jobs other than low paying, entry level jobs. Many are jobless. 6) The housing restrictions often put them into homeless. 7) The registration requirements for sex offenders are frequent, cumbersome from 15-life in duration, and are too easily to error (a new email address must be reported to police within 30-minutes - for 15 years to life), resulting in a new felony and imprisonment. 8) Many of whatever relationships they have with family or spouses cannot handle the shame, and they dissolve, now putting more strain on life. 9) Most persons on the sex registry are not rapists but are non-violent, persons who have not committed crimes against persons.
