Pong Krell is S tier IMO. No villain in the entire of Star Wars gets the fans so goddamn heated than Pong Krell. Despite only having 1 arc and despite dying to clones, it was one of the best arcs in the whole show and those clones were the 501st... His showdown with the 501st showed his brutality along with the 501st ingenuity making one of, if not the best battles in the entire show. He's so goddamn hateable that I can't help but to utterly adore his writing. Goated villain.
He's also a great device for the story because it shows the viewer that the corrupting influence of the war is absolutely permeating every level of the republic. He's not some lone senate guard or clone trooper that betray the republic for money but a pretty respected Jedi master. I saw him as a symptom of the problems within the Jedi order that ultimately contributed to their downfall. Umbara in general was an insanely cool arc, it felt like an actual war movie and was so insanely different from the beginnings of the show which were very kid friendly. I also think these darker arcs in general really gave the feeling of the corrupting influence of the war
it's clear that pong krell saw order 66 coming long before it happened, thats likely why he hated the clones so much as he knew what they were ordered to do

I think it's unfair to put Wat Tambor in C. He is much better than Nute Gunray. He is much more ruthless, sadistic and evil and actually does real harm. He also uses the organic decimator in a deleted scene and vaporizes a person. He also looks much cooler and has a better sounding voice than Nute Gunray

There was a plan to make Grievous Force sensitive in order to overthrow Darth Sidious. Unfortunately it failed because they didn't know how to make someone force sensitive, but imagine what would have been
Rush Clovis was also in another ark, which included his redemption and his death. Basically, he found out the banking clan was lying or something and he tried to stop them with the help of Padme, and when he did, he made a deal with Dooku to make him the new leader of the banking clan. In the end, the truth came out and people only saw him as a villain, and the Republic attacked him, long story short, I'm pretty sure he gave his life so Padme could live. Also throughout the ark, Clovis tries to pull some moves on Padme which Anakin doesn't exactly love so Anakin hospitalizes him. Clovis also finds out about the secret wedding. Even though he had another ark about him, this doesn't change the fact that he's a C tier villain, he's not even that impressive.

I think Pong Krell killing the clones was in some ways justified. Pong Krell is incredibly connected to the force to see order 66 long before it happens. I think Krell killed the clones because he knew that they were to be the cause of the Republic and the Jedi Order's downfall.
Grevious was an S rate villain in the 2D series, but a C rate at best in the 3D series. Incompetent, barbaric, all his plans fail, he never defeats anyone (apart from one random cocky padawan), he always runs, always outsmarted, never seriously threatens the heroes. They really ruined him.
The Clone Wars show did Grievous very dirty then what kind of monster he actually was. In Legends Palpatine was afraid Grievous could become too strong and mess up his plans. Instead we got this Grievous.
