Its just it's a live video service. Whereas the vast majority of youtube is recorded. A person can ask forgiveness not permission with the twitch policy. Which is gonna keep happening. The only way this works is if they continue to make these streams harder to find. Or the website itself has to have actual age verification based in your states laws. Cause I've heard rumors of some wanting you to use your ID to get on certain sites or to use them fully. I'm not entirely against that actually. This problem has spawned from their reluctance to call things what they are. They couldn't possibly sexualise anybody by telling them their content is sexual even though it's plainly obvious. This is what happens when you ignore the reality and are afraid to offend people.

A lot of minors use twitter as well but there's NSFW content there too. In fact you could apply the entire scenario to the internet as a whole.

But that's not their job anyway, the sites make you click a button that says you're 18, after that its not their problem. It's the job of the parents to deal with everything else.
Here's my hot take. The advertisers don't care. Not twitch acts as a buffer, and everyone blames twitch but not the advertisers, so twitch is selling the publicity power of basically showing nudity but takes on the public preassure of that away from the advertisers so the ads can run consequence free by the advertisers. It's one thing to advertise on pornhub, it's another to advertise on Twitch or UA-cam, but it happens to have porn somewhere on it.
