This is the first game from the later known as Polyphony Digital (Gran Turismo series), and the third game launched for PSX. It's a blend between Mario Kart and Ridge Racer, and it's not as bad as it looks. The lack of content is definitely its biggest problem. It was only released in Japan, but its sequel was released worldwide with its name, so it can be confusing for most people. This is the real Motor Toon GP, and the one released in USA and Europe is Motor Toon GP 2.
This LP covers the main game until 21:32, and after that the rest of the circuits that can only be played in the trial time mode (or with another player with 2 tvs and psx linked). -

Fact -
The motor toon games were actually sort of projects from Kaz, making them the foundations for Gran Turismo 1 and it's demo. The critics loved how well weighted the vehicles felt through the corners, giving quite a hint to what they were actually trying to create.
Just goes to show that just one or two projects can make a world wide iconic phenomenon.
to be honest, I would've prefered the Motor Toon games over Gran Turismo; only because I like the visual style made by the same guy who did artwork for Hudson's Adventure Island.
This one never made outside Japan (during the ps1/ps2 years) the sequel did but only in the PAL region was called motor toon Grand Prix 2

Really impressive for a game released 2 years prior to mario kart 64
This was one of the first console games I ever played.
I should point out the critics didn't like this at all. The graphics were incredible but the handling was a bit all over the place. That was fixed on MotoToon GP 2 and with the inclusion of MotoToon GTR as the first sneak peek of Gran Turismo, which incidentally, also handled terribly.

and at 17:26 is not avaible anymore in the motor toon 2 videogame.

You need to search for Motor Toon GP in NTSC-J or PAL, else you'll just find the NTSC-U release of the second one.

i'm guessing not - but if you're looking for a good emulator ePSXe is solid, i warmly recommend plugging a wired USB xbox controller for even more enjoyable experience - you'll need a driver for it but it shouldn't be hard to track down.

In Motor Toon Grand Prix 2 is accessable, but it is a dirt road.

Perhaps you are not aware of Super Mario Kart (1992) for the Super Nintendo. That is the original one. Mario Kart 64 is the second game. So, Brandon is completely justified in his comment.
By that logic, Super Mario 64 is a rip off of Jumping Flash.
