How does this happen? I was a union vice president, and we had to have three people sign every check, pay thousands of dollars each year for an outside auditor to go over all of our books and accounts, and produce purchase orders for everything. We weren't even allowed to have $25 in petty cash for toilet paper in the office. How is it that a company being given millions of dollars doesn't have similar oversight? Didn't anyone notice the house and the cars?
I was a (volunteer) Union Treasurer as well. We were the fastest growing local in Canada, and it morphed into a full time (unpaid) job. Even I knew the responsibility falls on the Treasurer for oversight. The houses, lifestyle, probably lots of dining out at expensive places. SOMEONE high up HAD to notice, but this went on for five years???

ALL of these funds would require TWO signatures, in large amounts sometimes THREE, along with oversight, a clearance report to the Board, etc. The Boss must have been lazy and on his boat: left checks with his sign on it. I had to tell people constantly with a volunteer org. to NOT do that.
Sounds like somebody didn't have proper controls in place. My accountant dad always said that if you didn't have them, he'd guarantee somebody was stealing from you.

We have something like this in my state. They took a motel 6 that was in good shape, put small fridges and hot plates and called them apartments. The new Tenants burned it to the ground in less that a week.
