In the novel, the old man not only tells him that, but also wants him to know that he (Uncle Johnny) thinks that he's a real dumbass! Also, in the novel, there's a chapter where they discuss the disposal of Sen. Boyette's body and Johnny again makes his point to Barry about how he (Barry) is a dumbass all because of HOW he handled the disposal of the body (burying it as opposed to either leaving it at the crime scene or dumping it in the Gulf of Mexico)! You know, NOT keeping it simple!

He was Chicago PD and screwed up the homicide investigation of Dr. Richard Kimble. He also was Gotham PD until he was taken out by Harvey Two Face.
