You have to pay mana for the new Nightmare. You don't get the 3cmc cheat that Recurring Nightmare allowed. My gut says this is fringe playable in some shells but it won't be a mainstream powerhouse. Correct me if I'm wrong but the DSE CN loop is more complicated than 4 mana: First you need to cast CN - 2 mana, Cast dockside - 2 mana 1 mana, 1 energy - Sac DSE, return CN to hand, return dork to play (could be 0 here in some lists) Recast CN - 2 mana 2 mana, 1 energy - Sac mana dork, return CN to hand, return DSE to play This is a big mana investment for a loop. It does synergize in lists with skullclamp though so I'm not totally off it. Winter Moon doesn't really impact the board and I think is overrated, likely to be a flash in the pan. This format already has Winter Orb which can be exploited by the owner, which Winter Moon cannot.
How were you getting around paying mana for Recurring Nightmare? This one costs 2, and the ability has no mana cost attached to it. If you're looping cheap creatures, it's better at doing that outside of the etb making it easier to interact with.

I think the "X" on the ability refers to energy counter, not X and 1 energy counter. So it's always 2 mana. If you want to bring back say, protean hulk, you need 7 energy counters, not 7 mana.

Just a heads up Recurring Nightmare isn’t banned in Legacy. It just doesn’t see much play but it has occasionally shown up in Nic Fit.

Does Null elemental blast NEED colorless ? Or can it be any color?
They use that symbol when it requires specifically colorless. You cannot tap a basic mountain etc to cast it

No, you need a legal target to activate it before being able to pay the cost that puts it in the graveyard.
