It's likely that burning wish or dark ritual would have been countered, so he needed 1 more to get veil of summer through. Maybe he could have waited on the veil of summer and just tried with all his mana up, but I don't know the logic behind doing all that. Galvanic relay for 6 should have been enough to keep the chain going, he just got 3 (out of 9!?) lands and his worst mana source.
